Changing production thinking
Immediately after Resolution 11-NQ/TU dated September 29, 2022 of the Standing Committee of Thanh Hoa Provincial Party Committee on "Building and developing Muong Lat district to 2030, with a vision to 2045" was issued, Muong Lat district focused on implementing many solutions to change people's production mindset. One of the breakthroughs is the shift from small-scale, self-sufficient production to commodity production with product consumption linkage.
In Muong Lat district, many effective economic models have emerged, bringing stable income to the people. A typical example is the cassava growing model associated with product consumption linkage in Muong Ly commune. With the guidance of the district's Department of Agriculture and Rural Development, people have switched from ineffective mahogany planting to cassava planting on sloping hills. Up to now, Muong Ly commune has over 500 hectares of cassava, with an average yield of 18 - 20 tons/ha, generating an income of nearly 50 million VND/ha.
Mr. Thao A Pao's family in Xa Lung village, Muong Ly commune, previously planted mahogany trees but they were not effective. In 2023, he switched to growing cassava and after just over a year, cassava brought in a stable income, helping his family gradually escape poverty.
In addition to cassava, Muong Ly commune also implemented a model of growing Bat Do bamboo for bamboo shoots. Mr. Quach Van Tung, Vice Chairman of Muong Ly Commune People's Committee, said: "Up to now, more than 100 households in Nang 1, Muong 2 and Tai Chanh villages have registered to grow Bat Do bamboo with an area of about 80 hectares. We hope that this model will help people have a stable income, an opportunity for Muong Ly people to escape poverty."
In addition, the district also develops cooperatives for breeding cows, raising commercial frogs, super-egg ducks and growing medicinal plants such as lemongrass for essential oil extraction and roselle for export.
Infrastructure investment
Along with production development, Muong Lat district also focuses on investing in infrastructure development. In 2024, the district mobilized an estimated VND 968.5 billion in development investment capital, prioritizing the construction of roads, schools, irrigation works and essential works serving production and people's lives. The completion of infrastructure has created favorable conditions for people to develop the economy and connect with product consumption markets.
Thanks to the continuous efforts, poverty reduction work in the district has had many positive changes. The average income per capita in 2024 is estimated at 28.9 million VND, the poverty rate has decreased to 25.85%. Notably, in January 2025, Muong Chanh commune was recognized as meeting new rural standards, contributing to Muong Lat "erasing" new rural communes and Thanh Hoa province no longer having a district "without" new rural communes.
District Party Secretary Trieu Minh Xiet affirmed: "Resolution 11-NQ/TU is like a breath of fresh air, creating a great spiritual push for the locality to fully promote its potential and advantages, determined to help Muong Lat escape poverty by 2030. In which, resources are mobilized from National Target Programs. The most important thing is that people have gradually changed their thinking, mindset and way of doing things, no longer waiting for and relying on the State's support but proactively seeking new directions for economic development."
With the results achieved and the determination of the entire political system and the people, Muong Lat is gradually changing, narrowing the gap with the lowland districts of the province. The goal by 2045 is that the average income per capita of the district will reach the average of the mountainous districts of Thanh Hoa province, creating a solid foundation for the socio-economic development of the border district.
