A series of new investment projects to build and upgrade key highways are being urgently completed, speeding up progress to start construction and complete in 2025.


Research special solutions to choose investors

On February 15, the Ho Chi Minh City - Trung Luong - My Thuan expressway expansion project was officially approved by the Ministry of Transport for investment under the public-private partnership (PPP) model.

The Bai Vot - Ham Nghi expressway will be completed and the main route will be opened to traffic on April 30.

The investor proposing the project is the Consortium of Deo Ca Group Joint Stock Company - Ho Chi Minh City Technical Infrastructure Investment Joint Stock Company - Tasco Joint Stock Company - Hoang Long Construction Investment Corporation - CII Service and Investment Company Limited.

The leader of Project Management Board 7 (representing the competent authority - Ministry of Transport) informed that, according to the direction of the Prime Minister, the project must complete procedures and start construction in the second quarter of 2025. Three implementation options have been studied.

Option 1, if the investor is selected in special cases (with consideration and application of the provisions of the Government's Decree 35/2021), the project can start construction in the second quarter of 2025.

Option 2, select investors through competitive negotiation, expected start date is January 15, 2026. Option 3, select investors through open bidding, start date is February 14, 2026.

According to the representative of Project Management Board 7, in the case of applying the conventional investor selection method (open bidding or competitive negotiation), it will not be possible to determine in detail the criteria and process for selecting suitable investors to ensure efficiency.

According to the consultant's assessment, if option 2 or 3 is implemented, the project will take at least 8 months to complete. If the project is implemented late, it will greatly affect people's travel needs, social benefits and national interests.

Project Management Board 7 has proposed that the Ministry of Transport report to the Government to soon issue a Decree amending Decree 35/2021, allowing the application of the form of investor selection in special cases," said a representative of Project Management Board 7.

Expected to start construction in the second quarter of 2025, the Dau Giay - Tan Phu road project is also being thoroughly completed by the Thang Long Project Management Board for implementation procedures.

Mr. Nguyen Dinh Thang, Head of General Planning Department, Thang Long Project Management Board said that at the end of February, the bid opening was carried out and the bid evaluation is being organized.

After the Ministry of Transport approved the project, the Board organized the selection of a consulting unit to conduct the survey, design, and site clearance work, meeting the conditions for starting the project in the second quarter of this year.

Weather and materials remain the biggest challenges

Racing to prepare for the groundbreaking, projects under construction are also making efforts to accelerate, especially the three component projects of the North-South Expressway in the East, expected to be completed by April 30, 2025, including Van Phong - Nha Trang, Bai Vot - Ham Nghi and Ham Nghi - Vung Ang.

By the end of February 2025, the Van Phong - Nha Trang project achieved 91% of the contract value.

Mr. Le Quoc Dung, Director of Project Management Board 7 (investor) said that these days, 14 construction teams, 450 personnel and nearly 300 pieces of equipment are still working day and night at the construction site. The construction of the last 70km of the route has been basically completed, with only a few small items remaining such as completing intersections and reinforcing the slope.

The remaining volume of the project is mainly concentrated in the construction area of ​​13km at the beginning of the route, constructed by Hai Dang Company and VNCN EC Company.

Identifying the challenges in the final stage, the leader of Project Management Board 7 said that the prolonged adverse weather is still the biggest difficulty. Materials are the second biggest obstacle as asphalt concrete from Ho Sau quarry is currently unable to be supplied due to the revocation of its license, and the alternative source from Hon Ngang quarry must be transported far away, resulting in additional costs.

Due to Hai Dang contractor's difficulty in providing financial resources for the construction site, leading to slow construction, the investor is completing procedures to transfer the volume to another member of the consortium.

The condition for putting the project into use is to complete all construction items. However, the site clearance work for the rest stop is about 7,684m2; 4/18 additional residential access roads proposed by the locality have not yet been handed over. To ensure progress, the entire remaining site needs to be handed over in the coming days.

Focus on bringing the project into operation on April 30

Following the Dien Chau - Bai Vot expressway project which was put into synchronous operation more than half a year ago, thousands of engineers and workers at the two next sections, Bai Vot - Ham Nghi and Ham Nghi - Vung Ang, are also rushing to complete the final items.

According to Mr. Hoang Chien Thang, Executive Director of the Bai Vot - Ham Nghi section project, the project's construction output has reached more than 73% of the contract value. One of the items that determines the project's progress, such as weak soil treatment, has been 100% completed.

"The difficulty is still the frequent prolonged rains. However, the investor and contractor have proactively developed a flexible construction plan, determined not to let the project miss the deadline on April 30," Mr. Thang affirmed.

Similarly, Mr. Nguyen Khac Trung, Executive Director of the Ham Nghi - Vung Ang section project, said that the construction site has overcome the most difficult phase. The output achieved more than 83% of the contract value, closely following the set plan.

"Currently, the bridge section is basically completed. The road section has completed the foundation layer, and is focusing on asphalt concrete construction. The remaining volume is mainly the road surface, traffic safety... When the main route is completed, the investor will require the general contractor to complete the frontage road and crossroads," said Mr. Trung.

According to the approved plan, the project to expand the Ho Chi Minh City - Trung Luong - My Thuan expressway has a length of more than 96km.

In particular, the Ho Chi Minh City - Trung Luong section is invested and built according to expressway standards with a design speed of 120km/h, a scale of 8 lanes in the diverging phase, 10 lanes (Ring Road 4 - Trung Luong section) in the complete phase, and 12 lanes (Cho Dem - Ring Road 4 section) in the complete phase.

The Trung Luong - My Thuan section is invested and built according to expressway standards with a design speed of 100km/h and a scale of 6 lanes. The total preliminary investment is about 39,800 billion VND.

The Dau Giay - Tan Phu Expressway Project is invested under the PPP method with a total length of more than 60km. In phase 1, the project is invested to meet the standards of a class 100 expressway, with a scale of 4 lanes and a roadbed width of 17m. The total investment capital is about more than 8,496 billion VND.

The North-South Expressway, Bai Vot - Ham Nghi section (over 35km long, total investment of over 7,600 billion VND) and Ham Nghi - Vung Ang section (over 54km long, total investment of nearly 10,000 billion VND) pass through Ha Tinh province.

The Van Phong - Nha Trang expressway has a total length of more than 83km, passing through Khanh Hoa province. The total investment is more than 11,800 billion VND.

In the divergence phase, all 3 component projects mentioned above will be invested in a scale of 4 lanes, 17m wide, maximum speed of 90km/h.
