After more than 10 years returning to Kiep Bac Temple (Chi Linh, Hai Duong), Ms. Dang Thi Hoa from Dong Trieu town (Quang Ninh) was surprised by the changes here. Previously, along the temple gate area were two rows of shabby shops. Now, all the shops have been moved to the area adjacent to the dike, returning a more open, solemn and beautiful landscape to the temple gate. According to Ms. Hoa, both Con Son and Kiep Bac relics no longer solicit visitors. "Con Son - Kiep Bac relic site has changed both in appearance and service quality, becoming a friendly, safe and very civilized destination," Ms. Hoa said.
In recent autumn festivals, the Con Son - Kiep Bac relic site has scored more points in the hearts of visitors when the Organizing Committee used tens of thousands of paper lanterns instead of plastic ones, and used biodegradable plastic bags to collect waste, limiting environmental pollution...
Like Ms. Hoa, Ms. Nguyen Thi Binh in Gia Lam (Hanoi) said that when she visited the Cao An Phu temple relic site (Kinh Mon), she was warmly welcomed by the staff at the entrance. Before listening to the explanation about the cultural and historical values of the relic, Ms. Binh was also instructed by the tour guide on the rules when visiting here. "Perhaps thanks to that, most visitors come to wear neat clothes, do not draw graffiti or litter, do not leave coins everywhere, and burn incense according to the regulations," Ms. Binh added.
At the Co Island tourist area in Chi Lang Nam commune (Thanh Mien), a recent noticeable change is that 100% of tourists boarding the boat wear life jackets. "If there are any tourists not wearing life jackets, the boat will not leave the dock," said Mr. Nguyen Duc Minh, Party Secretary, Chairman of the People's Committee of Chi Lang Nam commune, Head of the Co Island tourist area management board.
Stork Island is also the first tourist destination in the province to sell electronic tickets, improving professionalism in service. “We regularly assign our brothers to patrol, guide, and remind tourists not to encroach on the storks’ living area,” Mr. Minh added.
Changes in destinations such as Con Son - Kiep Bac, Cao An Phu Temple or Co Island are partly due to the implementation and application of the Code of Conduct for Civilized Tourism issued by the Ministry of Culture, Sports and Tourism since 2017, aiming to build a friendly, safe and professional tourism environment.

The code of conduct for civilized tourism includes normative regulations, guiding the behavior and civilized conduct of organizations and individuals when participating in tourism activities.
For tourists, civilized behavior is demonstrated through 20 behaviors such as lining up in order, dressing appropriately, respecting cultural differences, not littering, not taking other people's things...
For organizations and individuals providing tourism, hotel, transportation, and sales services: do not solicit customers, do not raise prices, do not force prices, do not sell poor quality goods, do not use other people's brands, list prices...
In recent times, the Department of Culture, Sports and Tourism of Hai Duong has focused on implementing the Code of Conduct to all entities participating in the chain of tourism economic activities. At the same time, there are many forms of propaganda and dissemination of this Code of Conduct such as: organizing conferences and training sessions; sending documents and guidance materials; issuing brochures and leaflets to entities; posting the content of the Code of Conduct on the Department's website; integrating training programs on community tourism and environmental protection... The Department of Culture, Sports and Tourism also encourages tourist destinations, areas and localities to apply the Code of Conduct in accordance with each actual condition.
Mr. Le Duy Manh, Deputy Head of the Management Board of Con Son - Kiep Bac relic site, said that recently, the Management Board has specified the rules through a system of signs and regulations at the relic site. As for the People's Committee of Chi Lang Nam commune, the locality's breakthrough task in 2024 is clean production, organic production, circular production associated with the development of experiential tourism, and additional planting of trees to create landscape highlights on the roads leading to the tourist area. Therefore, developing community tourism, creating sustainable livelihoods, bringing high added value as well as stable income for the people is one of the solutions that the locality is aiming for. "Helping people build a civilized behavior towards tourists will contribute to realizing the goals of developing community tourism here," said Mr. Nguyen Duc Minh, Party Secretary and Chairman of the People's Committee of Chi Lang Nam commune.
Over the past time, the application of the Code of Conduct has contributed to creating positive changes in the awareness and behavior of each individual, contributing to improving the quality of Hai Duong's tourist destinations.
In 2023, Hai Duong welcomed more than 1.8 million visitors, an increase of 46.3% compared to 2022; revenue reached VND 861.35 billion, an increase of 46.6%. In the first quarter of 2024, Hai Duong is estimated to welcome nearly 1.2 million visitors, an increase of 62% compared to the same period in 2023; revenue reached VND 458.466 billion, an increase of 57%.
