Group 2 (leading scientists) must meet 5 criteria: head of a research group or head of a laboratory; preside over a scientific and technological topic or project; have published in prestigious scientific journals or own exclusive invention or patent rights; have experience in teaching and guiding graduate students; have domestic and international relationships and cooperation. Ho Chi Minh City National University ensures that this group is assigned a type B scientific research topic with a maximum budget of 1 billion VND. In the following years, they will be supported to invest up to 30 billion VND in laboratories and establish a strong research group. In addition, they will receive separate salaries and benefits according to their workplace.
Currently, a doctorate receives a monthly salary of 5.4 million VND according to the rank, with a salary depending on the job position of about 15 - 30 million VND. In addition, at Ho Chi Minh City National University, some member units also have a one-time attraction policy such as the University of Economics and Law paying 350 million VND for professor candidates, 250 million VND for associate professors and 150 million VND for doctors. When working, scientists will enjoy preferential treatment according to the regulations of the State and Hanoi National University, be given priority in using facilities and equipment shared by Hanoi National University, and be proposed for investment in capacity building to develop strong research groups. In particular, scientists will receive funding to carry out scientific and technological tasks from 3 billion VND in 3 years.
The leader of Hanoi National University said that in scientific research activities, it is not necessary to use permanent staff but can use a cooperation mechanism. The goal of this pilot policy is to attract people to work, not to have a payroll. With the form of professional outsourcing contracts, Hanoi National University can reduce administrative procedures for subjects such as good scientists who are old, foreign scientists (in this case, if you want to sign a labor contract, you must have a work permit)...
