According to the newly approved plan for the network of higher education and pedagogical institutions, the country will have 4 national universities, 5 regional universities, and 5 key universities of engineering and technology.


The Prime Minister has just decided to approve the planning of the network of higher education and pedagogical institutions for the 2021-2030 period, with a vision to 2050. Accordingly, by 2030, the country will have 4 national universities, 5 regional universities, and 5 key universities in engineering and technology.

One of the goals by 2030 is for Vietnam to reach a university education scale of over 3 million learners, reaching a rate of 260 students and 23 postgraduate students per 10,000 people. The university education rate among people aged 18-22 is 33%, in which no province has a rate lower than 15%. Of which, public universities account for about 70% of the total national training scale.

The plan also sets a target of 100% of higher education institutions meeting standards, some of which are on par with the region and the world; the proportion of master's training (and equivalent qualifications) reaching 7.2%; doctoral training reaching 0.8%; and the proportion of training in science, technology, engineering, and mathematics (STEM) reaching 35%.

Regarding the orientation of network development and distribution until 2030, one of the solutions set out in the plan is to consolidate, arrange and enhance the capacity of existing higher education institutions; terminate operations before 2028 and dissolve before 2030 for institutions and branches that do not meet standards or have not completed the establishment of legal status. Arrange and reduce the number of public higher education institutions.

The State will focus on investing in upgrading and developing national and regional universities to achieve quality and prestige on par with the region and the world.

Accordingly, national universities include Hanoi National University, Ho Chi Minh City National University, national universities in Hue and Da Nang. Regional universities include Thai Nguyen University, upgrading and developing regional universities with the core being Vinh University, Nha Trang University, Tay Nguyen University, and Can Tho University.

The State will also focus on investing in upgrading and developing 5 public universities with leading prestige in training and research in a number of key technical and technological fields, etc., to turn these institutions into national key universities in engineering and technology, with quality and prestige on par with the region, including: Hanoi University of Science and Technology, Hanoi University of Civil Engineering, University of Transport, University of Posts and Telecommunications Technology, Ho Chi Minh City University of Technical Education.
