Implementing the direction of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation and implementing economic diplomacy and science and technology diplomacy for development, on March 2, 2025, the Embassy of Vietnam and the Permanent Delegation to international organizations and the United Nations in Vienna, Austria organized a discussion and first meeting with more than 30 scientists, experts and young entrepreneurs who are studying, researching and working in the fields of high technology and strategic technology at research institutes, universities, leading enterprises and international organizations and the United Nations in Austria.
This is a forum to find potential fields of science, technology and innovation that can promote cooperation between Vietnam and Austria, while strengthening connections, sharing ideas and initiatives within and outside the overseas Vietnamese community, contributing to mobilizing resources of experts, intellectuals and Vietnamese businessmen abroad to make practical contributions to the country's development in the era of rising wealth and prosperity.

At the seminar, Ambassador Vu Le Thai Hoang presented some important contents of Resolution 57, emphasizing the special mechanism to attract overseas Vietnamese and highly qualified foreigners to Vietnam to work and live, such as naturalization, home and land ownership, income, and working environment to attract, employ, and retain leading scientists, experts in science and technology, innovation, digital transformation, artificial intelligence technology, and human resource training.
The Ambassador expects more positive and specific contributions from the large network of Vietnamese scientists, experts and businessmen in Austria in particular, and in Europe in general, who always look back to their homeland, longing to return, to join hands and contribute experience, knowledge and technology for the breakthrough and sustainable development of Vietnam in the coming time. In particular, Austria (along with some other European countries) is a leader in basic research, applied research of core technologies of high-tech industries and is the location of many international organizations, the United Nations specializing in nuclear technology (IAEA), aerospace (UNOOSA), green and sustainable industrial development (UNIDO), global application system research (IIASA) ...

Scientists, experts, and technology entrepreneurs highly appreciated Vietnam's impressive technological development speed in recent times and expressed optimism, excitement, and support for the breakthrough, timely, and right-directed spirit of Resolution 57, hoping that policy solutions will be implemented drastically and effectively in the coming time. The fields in which Austria has strengths, holds technology, and Vietnam is in need include semiconductor chip technology, quantum technology, artificial intelligence (AI), renewable energy (especially hydrogen) and battery technology, smart urban management, biotechnology, high-tech agriculture, etc. IAEA is cooperating with Vietnam to effectively implement technical assistance programs and human resource training on the construction and operation of nuclear power plants, nuclear security and safety. UNIDO actively provides technical support and advice on the construction of ecological industrial parks, green transformation, and circular economy.
The seminar agreed to establish a database of scientists, experts, and businesses by field and strengthen the domestic mechanism to propose topics and combine with the network of experts, intellectuals, and businesses to proactively propose ideas, initiatives, and solutions. The group of Vietnamese experts, scientists, and businessmen in Austria welcomed and expressed their willingness to participate and contribute to the Embassy's initiative to organize the Vietnam-Austria High-Tech Partnership and Innovation Forum in May 2025.
