On the morning of December 9, at the Government Headquarters, Deputy Prime Minister Tran Hong Ha chaired a meeting on the proposal to rearrange the organizational structure of Hanoi National University and Ho Chi Minh City National University.
At the meeting, Director of Hanoi National University Le Quan and Director of Ho Chi Minh City National University Vu Hai Quan emphasized that the policy of restructuring and streamlining the organizational apparatus of agencies and units was highly appreciated by managers and scientists. This is an opportunity for the two National Universities to restructure, reorganize and streamline the organizational apparatus, creating momentum for stronger development in the coming time, determined to become two centers for training, nurturing talents, developing high-quality human resources and leading science and technology in the country.
The two national universities are proactively reviewing, rearranging, and streamlining their affiliated units to resolve existing problems, inadequacies, and limitations, focusing on development goals and set missions.
“We will terminate the operations of ineffective units and focal points; merge and supplement functions and tasks of departments and units with overlapping and overlapping functions,” said Director of Ho Chi Minh City National University Vu Hai Quan.
The leaders of the two national universities also proposed specific plans and recommendations on plans to reorganize and streamline the organization and apparatus; a project to establish Party Committees of the two national universities; mechanisms and policies to strengthen specialized state management, while continuing to prioritize high autonomy and key investments for the two national universities...
At the meeting, experts said that the plan to reorganize the two national universities needs to inherit the advantages of the national university model over the past 30 years, especially the key investment in facilities, coupled with high autonomy..., to ensure efficiency and better implementation of research and training tasks. Some opinions said that the reorganization and streamlining of the two national universities must meet the new mission in the era of development based on knowledge, science and technology; truly the foundation and appearance of the country's scientific intelligence.
Deputy Prime Minister Tran Hong Ha stated that the arrangement of two national universities must be based on scientific arguments, breakthrough thinking, innovation and international experience as well as the current context, situation and trends in education, training and scientific research. That is to ensure consistency, unity and synchronization from general education to university education, from vocational training to university education, the issue of university education associated with research and training of high-quality human resources...
Deputy Prime Minister Tran Hong Ha requested the Ministry of Education and Training and the two national universities to promptly establish a working group with the participation of relevant ministries and branches to complete a summary report on the organizational model of the two national universities, reform plans, and streamlining of the apparatus to meet the requirements and tasks set out in the new situation, closely following the contents of Resolution 18/NQ-TW, Resolution 19/NQ-TW, the Party's consistent direction on the mission of the two national universities, and related laws.
In particular, the two national universities need to systematically evaluate the process of formation and development; clearly identify the advantages, shortcomings, limitations, and solutions to overcome them in order to develop a project to arrange and streamline the apparatus to ensure democracy, science, and inherit the reputation and position of the two national universities as well as responsibility for the future development of the country in the field of training and scientific research.
The project to improve, reorganize and innovate the organizational structure of the two national universities needs to clarify the functions and state management tasks of specialized ministries for the two national universities in terms of human resources; assets, facilities; finance; education and training activities; scientific and technological research... according to legal regulations.
The Deputy Prime Minister noted that the two national universities need to be more autonomous, separating state resources invested in research, teaching, creativity and innovation in key national science and technology, including spearhead fields (materials, green transformation, artificial intelligence, nuclear power, semiconductors, etc.); at the same time, promoting autonomy for units, research centers, development, technology transfer, etc. according to orders from businesses and social needs.
The two national universities need to review their operating regulations; draft a decree defining their functions and tasks; and propose new mechanisms and policies to remove difficulties and obstacles to carry out the new missions assigned by the Party and State.
