Ho Chi Minh City announces roadmap for streamlining apparatus

After streamlining, departments, branches and department leaders in Ho Chi Minh City have reduced a lot and will reduce on schedule in the next 5 years.


On the afternoon of March 6, at a regular press conference on the socio-economic situation in Ho Chi Minh City, Mr. Nguyen Hai Hieu, Deputy Head of the Organization and Personnel Department (Ho Chi Minh City Department of Home Affairs) informed about the results of the arrangement and streamlining of the organizational apparatus in the Ho Chi Minh City political system.

Mr. Hieu said that up to now, the Department of Home Affairs has advised the Ho Chi Minh City People's Committee to arrange and complete the department-level agencies, administrative agencies, and public service units in the city as well as departments and offices in districts, towns, and Thu Duc City.

After restructuring the apparatus, the Ho Chi Minh City People's Committee has 15 specialized agencies, including: Department of Finance, Department of Home Affairs, Department of Construction, Department of Public Works and Transport, Department of Science and Technology, Department of Culture and Sports, Department of Tourism, Department of Ethnic Minorities and Religions, Department of Natural Resources and Environment, Department of Health, Department of Education and Training, Department of Justice, Department of Industry and Trade, Office of the City People's Committee, Inspectorate and Department of Food Safety (piloted establishment under Resolution 98).

The result of the arrangement is a reduction of 5/21 agencies, equivalent to a rate of 23.8%; a reduction of internal organizations of 16 departments with an average rate of 18.8%; for the head level, a reduction of 5/21 cases, equivalent to 23.8%. For the department and office level of Ho Chi Minh City's departments and branches, the reduction is from 231 to 182 department and office leaders. According to Mr. Hieu, this is an encouraging rate and meets the requirements and directions of the Central Government, the City Party Committee, and the People's Committee of Ho Chi Minh City.

Currently, the Ho Chi Minh City People's Committee has issued regulations on the functions, tasks, powers and organizational structure of specialized agencies after the reorganization. On March 3, the agencies and units announced and completed the personnel in the departments, offices and affiliated units and began to stabilize and operate.

Regarding other administrative agencies under the Ho Chi Minh City People's Committee after the apparatus arrangement, the City People's Committee has 4 other administrative agencies including: Management Board of Export Processing and Industrial Zones; Management Board of High-Tech Park; Office of the National Assembly Delegation and People's Council; Committee for Overseas Vietnamese.

Accordingly, Ho Chi Minh City has reduced 4/8 agencies, a 50% reduction; reduced internal organizations of 3 other administrative agencies with an average rate of 30.1%; and reduced 4/8 heads of agencies, a 50% reduction.

Regarding the payroll, Mr. Hieu said that after the reorganization, Ho Chi Minh City will reduce it according to the roadmap. Initially, the number of payrolls assigned to the city is 10,073, after the reorganization, it will be reduced to 8,058 payrolls, equivalent to a rate of 20%. Regarding the payrolls of people working in public service units, there are 96,948 payrolls of public service units, after the reorganization it is expected to be reduced to 94,871 payrolls.
