According to Deputy Prime Minister Tran Hong Ha, the arrangement of these two universities is based on scientific arguments, breakthrough thinking, innovation, international experience, current context, situation and trends in education and training.
Deputy Prime Minister Tran Hong Ha requested the Ministry of Education and Training and the two national universities to urgently establish a working group with the participation of relevant ministries and branches to complete a report on the organizational model of the two national universities and the reform and streamlining plan.

The two national universities need to systematically evaluate the formation and development process to build a project to arrange and streamline the apparatus to ensure democracy and science.
The Deputy Prime Minister noted that the work of perfecting, arranging, and streamlining the organization and apparatus must help the two national universities become more autonomous, in which, State resources invested in key national scientific and technological research, teaching, innovation, and creation must be separated.
At the same time, the consolidation work also promotes autonomy for units, research centers, development, technology transfer, etc., according to business orders and social needs.
