The guidance document recently issued by the Hanoi Department of Education and Training requires that the organization of summer activities for students be carried out on a voluntary basis, in the spirit of mobilizing and encouraging students to participate with the support of their parents.
Summer vacation is an opportunity for students to participate in fun activities, practice skills, not organize extra classes, run ahead of the program.
The school coordinates with the parents' representative committee, departments, sectors, organizations and local authorities to detect and take timely measures to deal with students who show signs of disobedience; resolutely not allowing bad guys to take advantage of and lure students into social evils and illegal activities.
Regarding summer cultural review activities for high school students, schools and vocational education and continuing education centers should plan cultural review and knowledge enrichment for weak students; arrange reasonable time to organize tests and consider promotion for students who need to re-test and students who need to practice during the summer.
The Hanoi Department of Education and Training requires schools not to organize extra teaching or learning in any form; not to organize pre-program teaching; not to organize review, exam preparation, testing, and surveys to arrange classes for the 2023-2024 school year.
Based on the needs and actual conditions for preschool education
For preschool level, based on actual conditions and the needs of parents to send their children, the voluntary spirit of teachers registering to work in the summer, preschool education facilities develop a plan to organize summer activities, report to the People's Committee of the commune, ward, or town (for groups of children, independent kindergarten classes) and the Department of Education and Training.
Preschools implement a collection and expenditure regime agreed upon with parents and approved by management; perform well in management, administration, and maintain summer duty books, ensuring physical and mental safety for children at all times and in all places.
The Department of Education and Training of Bac Giang also issued a document directing schools to absolutely not organize extra teaching or learning in any form both inside and outside of school, except for 9th and 12th grade students reviewing for graduation exams. Schools are not allowed to teach the program ahead of time.
Cultural teaching, vocational training, review and tutoring activities for students can only be conducted after the first day of school in the 2023-2024 school year. For preschools, schools are allowed to organize summer activities based on parents' need to send their children to school and have an application for summer study.
Bac Giang also requested primary and secondary schools to assign teachers to take charge of and manage students according to their residential areas. At the same time, coordinate to effectively organize the handover and reception of students for summer activities in the locality.
Set up a hotline to receive information and handle unusual situations; notify the hotline number, local emergency and rescue phone number, and the National Child Protection Hotline 111 (free of charge) to students and their parents.
The Hai Phong Department of Education and Training also requires schools at all levels from June 1 to August 31 not to organize summer classes or pre-teaching for 5-year-old children preparing to enter grade 1 in any form. Particularly for students in grades 9 and 12, schools must develop review plans with the consent of parents.
The department affirmed that it will inspect and monitor a number of units according to the plan of the city's summer steering committee.
In addition, localities also require schools to disseminate knowledge and skills to prevent accidents, injuries, drowning, violence, and child abuse. Schools are encouraged to organize appropriate art and sports clubs to help students have fun, relax, and exercise during the summer.
