Hanoi tightens regulations to prevent students from using phones during class

Many strict regulations

The regulation that “students are not allowed to use mobile phones or other devices while studying in class” has been applied by the Ministry of Education and Training for 4 years. Through a survey of schools in Hanoi, at the primary level, most schools strictly instruct students not to bring mobile phones or iPads to school; unless instructed by the homeroom teacher. At higher levels, there are a few schools that do not allow students to bring mobile phones to school; the rest implement forms of managing students’ mobile phones before entering the classroom.

In the document 3550/SGDĐT-CTTT-KHCN recently sent to educational institutions in the city, the Department of Education and Training said: through monitoring the reality, reflections from press agencies and public opinion, there are still many problems, shortcomings, affecting the quality and effectiveness of teaching and learning related to the use of mobile phones, receiving and broadcasting devices in schools.

To rectify and overcome this situation, the Hanoi Department of Education and Training requests that the Board of Directors and teachers of schools and vocational education and continuing education centers disseminate, thoroughly understand, and strictly and fully implement the regulations on the use of mobile phones and broadcasting and receiving devices in schools in Circular No. 32/2020/TT-BGDDT and Official Dispatch No. 5512/BGDDT-GDTrH.

Depending on actual conditions, the school's Board of Directors and teachers manage students' phones and broadcasting and receiving devices before the first class (manage by class) and return phones and broadcasting and receiving devices to students after school and class.

In classes that require the use of mobile phones, receiving and broadcasting devices and with the teacher's permission, students are allowed to bring mobile phones and receiving and broadcasting devices into the classroom for use.

The Department of Education and Training stated clearly: school principals and directors of vocational education and continuing education centers are responsible to the Department of Education and Training and the People's Committees of districts, towns and cities if violations occur.

For students, the Hanoi Department of Education and Training requires strict implementation of the regulation "students are not allowed to use mobile phones or other devices while studying in class that are not used for learning and are not permitted by teachers" (stated in Circular No. 32/2020/TT-BGDDT and Official Dispatch No. 5512/BGDDT-GDTrH of the Ministry of Education and Training).

In order to effectively implement the above content, the Hanoi Department of Education and Training requests parents to accompany schools and teachers; encourage, remind, and manage students to use mobile phones, receiving and broadcasting devices for the right purposes and according to regulations at school and in the classroom.

The representative of the Department of Education and Training emphasized that this is one of the key contents of the Capital's Education and Training sector to improve the quality of teaching and learning in schools in the city.

Nguyen Quang Tung, Principal of MV Lomonosov Secondary and High School (Hanoi), said: 4 years ago, the school's board of directors agreed with the school's Parents' Association on how to manage students' phones in all classes. Accordingly, the teacher's desk is designed with a separate compartment, 40cm wide, 40cm deep, 60cm high, reserved for managing students' phones. The keys are kept by the homeroom teacher and class monitor, and the school keeps 1 key.

During the first 10 minutes of the review period (7:30), the teacher places the box on the teacher's desk, all students voluntarily come up to hand in their phones, the teacher locks it and puts it in the drawer. At 4:00 p.m., when school is over, the class monitor unlocks and returns it to the students. Thus, students of Lomonosov MV Middle and High School do not use phones during the entire school day (7:30 a.m. to 4:00 p.m. every day). When there is a class that requires the use of phones, such as for presentations, students are only allowed to use them if the teacher allows and instructs them.

During the school day, if parents have an urgent matter and need to contact their child, they can call the school office or the homeroom teacher for assistance. Similarly, for students, if there is an emergency, the office will provide telephone support.

“This regulation is agreed upon, supported and reminded by parents to be followed. Students also got into the routine and got used to it after 2 months of implementation. This has brought about clear results, that is, students concentrate better in class; at the same time, they communicate and get along better with each other,” said teacher Nguyen Quang Tung.

Managing students' cell phones during the day/school hours has also been implemented regularly and resolutely by Luu Hoang High School (Ung Hoa district, Hanoi) for many years now.

Specifically, each class will have storage boxes, students will voluntarily put their phones in there before each class and take them back at the end of the class. This will be reminded directly by the class monitor, but the general spirit is that the whole class is voluntary and manages together.

"After receiving the document from the Hanoi Department of Education and Training, right at the October agency meeting, the school clearly informed subject teachers and homeroom teachers to accompany the school in implementing the above regulations well," said Principal of Luu Hoang High School Hoang Chi Sy.

According to Principal of Luu Hoang High School, although there were regulations in the past, they were not specific and were mainly implemented by schools themselves. Now, with clear regulations from the Department level, there are clearer grounds for handling violations of regulations, so schools will certainly be more serious and stricter in regulations as well as in implementation.

Thus, most schools in Hanoi have implemented different ways to improve the effectiveness of mobile phones and broadcasting equipment; however, there are still cases of students filming and taking pictures in the classroom, even posting them on social networks, causing many unpredictable consequences.

To prevent the above phenomenon from happening, in addition to the role of the school, close coordination from parents is also needed; support and compliance from students; along with that, the work of monitoring the above content also needs to be paid more attention by schools.
