Hanoi allocates an additional 30 billion VND to support 12 provinces and cities to overcome the consequences of storms and floods.

This afternoon, September 19, the Vietnam Fatherland Front Committee (VFF) of Hanoi City held a conference to receive support and assistance for people affected by storms and floods.

Attending the conference were Deputy Head of the Standing Committee of the Hanoi Party Committee for Mass Mobilization Vu Ha; representatives of departments, branches, districts, towns, agencies, units... of the city.

Received more than 177 billion VND in support to overcome the consequences of storms and floods

Regarding the results of overcoming the consequences of storm No. 3 in Hanoi, the Standing Vice Chairman of the Vietnam Fatherland Front Committee of the City, Nguyen Sy Truong, said that immediately after receiving the telegram from the Standing Committee of the City Party Committee on proactively responding to storm No. 3 in Hanoi, the Standing Committee of the Vietnam Fatherland Front Committee of the City issued Official Dispatch No. 28/MTTQ-BTT dated September 6, 2024 on responding to storm No. 3 in the city to deploy to the Vietnam Fatherland Front at all levels, the Front Work Committee (CTMT) in residential areas to implement the directions of the Central and the City on responding to and overcoming the consequences of the storm.

Faced with the damage caused by storms and floods in the provinces, on September 9, 2024, the Standing Committee of the Vietnam Fatherland Front Committee of the City issued an appeal and a plan to mobilize "People of the Capital to support provinces damaged by storms and floods" and deployed propaganda and mobilization to agencies, units, businesses, and people in the capital.

On September 10, 2024, the Standing Committee of the Vietnam Fatherland Front Committee of the City issued an Official Dispatch on propaganda and mobilization of people to overcome the consequences of storm No. 3 to the City Fatherland Front at all levels, socio-political organizations, and religious organizations of the City, guiding the coordination with local authorities to organize the evacuation of households living in dangerous and vulnerable areas due to heavy rain after the circulation of storm No. 3; ensure adequate accommodation, clean water, environment and essential conditions for people during the evacuation period... At the same time, carry out propaganda and mobilization of people to participate in environmental sanitation (VSMT), clean up fallen and broken trees, re-erect trees, prevent epidemics, ensure street aesthetics and traffic safety.

To make Hanoi capital bright, green, clean and beautiful again, implementing the direction of the City Party Committee, on the morning of September 14, the Standing Committee of the Vietnam Fatherland Front Committee of the City organized the launch of a general campaign to clean up the environment and overcome the consequences of storm No. 3. During the two days of September 14-15, cadres and people from the City to the grassroots urgently organized the cleaning and handling of fallen trees, tree branches, clearing sewers, canals, collecting garbage, household waste and post-storm waste... On September 16, the Standing Committee of the Vietnam Fatherland Front Committee of the City issued a Proposal on continuing to support the provinces affected by storm No. 3 and floods to seek the opinion of the Secretary of the City Party Committee and the Standing Committee of the City Party Committee for approval of support.

Implementing the instructions of the Vietnam Fatherland Front Committee of the City, the Fatherland Front of districts, towns and cities have also deployed to the Fatherland Front of communes, wards and towns, member organizations of the Front and the Fatherland Front Committee in residential areas to propagate and mobilize the people in the area to ensure proper implementation of the directions of the Central and City to minimize the damage caused by storm No. 3.

After 10 days of launching, as of this afternoon, September 19, the Standing Committee of the Vietnam Fatherland Front Committee of the City has organized to receive from agencies, units, enterprises, and individuals to support provinces affected by storms and floods with a total registered and donated amount of 177.646 billion VND. In order to promptly share the difficulties of the people of the capital and the provinces affected by storms and floods, on September 9, the Vietnam Fatherland Front Committee of the City allocated 51 billion VND from the Emergency Support Fund to support 11 northern provinces and cities to overcome the consequences of storms and floods. The Fatherland Front Committees at all levels in the area also organized visits, support, and gifts to households in the area affected by storms and floods with a total value of 15.9 billion VND.

 

Today, September 19, the Vietnam Fatherland Front Committee of the City has just signed a decision to support the people of 12 other provinces and cities to overcome the consequences of storm No. 3 and the floods, with an amount of 30 billion VND. Of which, 6 provinces (Hung Yen, Nam Dinh, Ha Nam, Thai Binh, Bac Kan, Tuyen Quang) each province 3 billion VND; 6 provinces (Ha Giang, Hoa Binh, Thanh Hoa, Hai Duong, Ninh Binh, Lai Chau) each province 2 billion VND.

So far, Hanoi has supported provinces and cities with a total of 81 billion VND and 500 million VND worth of necessities to overcome the consequences of storm No. 3 and floods.

"People highly appreciate and trust the drastic direction and leadership of the leaders of the City Party Committee and People's Committee, the proactive and active actions of the Vietnam Fatherland Front at all levels of the City, and the participation of the entire political system of the Capital, which have focused on overcoming the damage caused by storms and floods. At the same time, we strongly agree with the timely support, sharing and visits of Hanoi City to the people of the provinces and cities affected by the storm, although Hanoi was also affected by storm No. 3" - Mr. Nguyen Sy Truong emphasized.

At the program this afternoon, the leaders of the Vietnam Fatherland Front Committee of the City and the City Party Committee's Mass Mobilization Committee presented support to 20 students, representing a total of 628 students from the Northern provinces studying in Hanoi affected by storm No. 3 who were supported by the Hanoi Fatherland Front Committee this time. Of these, 101 students are from poor and near-poor households (each student received 5 million VND in support) and 527 students whose families were affected by storm No. 3 (each student received 3 million VND in support).

The Fatherland Front has promptly worked with the city to support the people.

According to the Chairman of the Vietnam Fatherland Front Committee of the City, with the joint efforts of the entire political system, the people of the capital, compatriots at home and abroad, inside and outside Hanoi, the Fatherland Front has promptly and practically carried out the work of the City in taking care of social security, providing timely support to people severely affected by storm No. 3 and promptly supporting the northern provinces affected by the storm. That is the spirit of "Hanoi with the whole country, Hanoi for the whole country", although many districts were severely affected, the results of this campaign were very high compared to many other fund campaigns that the City Fatherland Front has deployed.

From the reception of support, the Vietnam Fatherland Front, on behalf of the People of the Capital, has expressed the heart, responsibility and affection of the People of the Capital to the People of other provinces and cities. In particular, today the Vietnam Fatherland Front of the City paid attention to giving direct support to students studying in Hanoi who are children of provinces and cities heavily affected by storm No. 3, continuing to affirm the affection and heart of the People of the Capital in caring, loving and sharing very promptly with students, so that they can overcome the difficulties of their families and hometowns and feel secure to complete their studies well to return to help their families and localities.

At the same time, the Chairman of the Vietnam Fatherland Front Committee of the City also expressed his gratitude to the agencies, units, districts, and towns in the city for supporting the City Fatherland Front to complete the very important task last weekend, which was to launch a nationwide campaign to clean up the aftermath of storm No. 3. The spirit of each person working as two, working through the night of the people, armed forces and the exemplary participation of Party committees and authorities at all levels, after only 2 days, Hanoi has returned to a brighter, greener, cleaner, and more beautiful image after being directly affected by the storm. These tasks will continue to be carried out in public areas, residential areas, major streets, parks, flower gardens, etc., so that Hanoi is truly clean and beautiful in the days commemorating the 70th anniversary of the Liberation of the Capital.

The Chairman of the Vietnam Fatherland Front Committee of the City also proposed that, in order to implement the spirit of "those who have a lot contribute a lot, those who have little contribute a little" as called for by the Prime Minister, the City will continue to receive the joint efforts of the entire political system, so that the campaign to support people affected by storms and floods continues to receive direct and practical contributions from all walks of life in the City, at home and abroad. The City Fatherland Front commits that transparency, compliance with regulations, to the right subjects, timely and effectively is the motto and principle in the process of propaganda, mobilization, reception and allocation of the Fund.

At the same time, Ms. Nguyen Lan Huong suggested that after this conference, the City Fatherland Front continue to transfer funds to support students who are children of provinces and cities affected by storms and floods through the Hanoi Youth Union, quickly helping them overcome difficulties right in this period. Party committees and authorities of districts review and propose that the City Fatherland Front transfer funds to support households to build new houses due to collapsed houses, repair houses degraded by storm No. 3, and pay attention to poor households, near-poor households, households in difficult circumstances and vulnerable groups. The most urgent implementation is right now so that people can have new houses in time to welcome a warm and happy Lunar New Year.
