Hanoi exceeds the target of model new rural communes in the 2021-2025 period

After completing the construction of advanced new rural areas in 2022, the Party Committee and government of Thanh My commune (Son Tay town) continue to implement programs, projects and plans, with the goal of soon bringing the locality to the finish line of a model new rural area.

The local government has mobilized more than 207 billion VND to complete the socio-economic infrastructure. Up to now, the electricity system, roads, schools and stations in Thanh My commune continue to be strengthened and developed synchronously.

Chairman of Thanh My Commune People's Committee Phung Trong Dung said that with the joint efforts of the people, the locality has completed the mandatory criteria to reach the model new rural area finish line. In particular, the commune has not left any outstanding debts in basic construction during the implementation process.

In Ung Hoa district, after reaching the advanced new rural area goal in 2023, the Trung Tu commune Party Committee soon issued a resolution to direct the task of building a model new rural area. The commune's new rural area construction steering committee held regular meetings to urge the implementation of tasks and assign responsibilities to cadres in charge of the criteria.

Chairman of Trung Tu Commune People's Committee Nguyen Dinh Trong said that, in addition to continuing to maintain the achieved criteria, the local government has mobilized all resources to invest in completing rural infrastructure. With the proactive and drastic participation of the Party Committee and the government, and the joint efforts and consensus of the people, Trung Tu commune has now achieved 7/7 criteria for a model new rural area.

Recently, Thanh My and Trung Tu communes were recognized by the Hanoi People's Committee as meeting the standards of model new rural areas. Along with the above two localities, Hanoi also decided to recognize 23 other communes as completing the construction of model new rural areas in various fields.

Among the 25 communes recognized in March 2025, Dong Anh district has 4 communes; My Duc district has 4 communes; Chuong My and Ung Hoa districts each have 3 communes; 4 districts: Gia Lam, Phu Xuyen, Quoc Oai, Thanh Oai, each district has 2 communes; Phuc Tho, Thuong Tin districts and Son Tay town each locality has 1 commune.

Towards sustainable new countryside​

According to the Hanoi New Rural Development Program Coordination Office, with 25 more communes recognized as meeting the latest standards, the city now has 109 communes completing the construction of model new rural areas (accounting for 28.5% of the total number of communes), exceeding 29 communes compared to the target of Program No. 04-CTr/TU set by the 17th City Party Committee for the period 2021-2025.

The good news is that the movement to build a model new rural area has been enthusiastically supported and actively participated in by local people. Secretary of the Party Committee of Hat Mon Commune (Phuc Tho District) Nguyen Van Trong said that 10/10 villages in the commune have strongly participated, supporting nearly 5,000m2 of land and tens of billions of VND to expand roads, build welcome gates, flower and tree roads, etc.

Meanwhile, Mr. Nguyen Van Long, Secretary of the Party Cell of Village 400 (Thanh My Commune, Son Tay Town) said that people are very excited and enthusiastic about participating in building a model new rural area. To ensure the criteria of a "smart village", families are proactively applying digital transformation to all aspects of life.

Deputy Chief of Office of the Hanoi New Rural Development Program Coordination Office Ngo Van Ngon assessed that the consensus and support of local people were demonstrated through specific actions, contributions and evaluation forms of the Vietnam Fatherland Front Committees at all levels, showing that the model new rural areas have existed in many rural areas.

In the coming time, Mr. Ngo Van Ngon suggested that districts and towns continue to direct communes to maintain the achievements on the basis of inheriting and integrating programs, projects and campaigns, emulation movements, following the motto of relying mainly on the internal strength of the community, with partial support from the State budget.

Mr. Ngo Van Ngon also suggested that the Party Committee and authorities from the district to the grassroots level need to clearly define the work content, solutions and assign specific responsibilities to each specialized department, unit and individual involved in maintaining the commune meeting the model new rural standards; ensuring sustainability in new rural construction.

 

Some goals of new rural construction in Hanoi in the period of 2026-2030: Continue to maintain and improve the quality of criteria in communes meeting new rural standards, advanced new rural standards, model new rural standards, especially health, education, culture, environment and income criteria. By 2030, the city strives to have 70% of districts meeting advanced new rural standards; 20% of districts meeting model new rural standards; 100% of advanced new rural communes, 50% of communes meeting model new rural standards.
