Spreading many specific mechanisms and policies on social security

Kinhtedothi - On the morning of March 24, the Steering Committee of Program No. 08-CTr/TU of the Hanoi Party Committee held a conference to summarize Program No. 08-CTr/TU on "Developing the social security system, improving social welfare and quality of life of the people of the capital for the period 2021 - 2025".

Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan, Head of the Steering Committee of Program No. 08-CTr/TU (Program) chaired the conference.

Attending the conference were Deputy Minister of Education and Training Nguyen Thi Kim Chi; Member of the Standing Committee of the City Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Lan Huong - Deputy Head of the Program Steering Committee; Vice Chairman of the Hanoi People's Committee Vu Thu Ha - Deputy Head of the Program Steering Committee.

Completed and exceeded 25/26 targets

Program No. 08-CTr/TU on "Developing the social security system, improving social welfare and quality of life of the Capital's people in the period of 2021-2025" is set out with 27 targets, 12 tasks and 5 key groups of solutions, with profound humanistic significance, directly related to the lives of the Capital's people.

After more than 4 years of implementing the Program, the 2021 - 2025 period has basically completed the set targets. The Program sets out 27 targets (1 non-evaluated target is: "Proportion of preschool children and primary school students participating in the School Milk Program" because it has been replaced by the School Health Program for the 2021 - 2025 period according to Decision No. 1660/QD-TTg dated October 2, 2021 of the Prime Minister); there are 26 evaluation targets. The results have completed 25/26 targets, 1 target is estimated to be completed by the end of the term is the target "Proportion of people with health management".

Some outstanding indicators can be mentioned, of which 19 indicators exceeded the plan such as: unemployment rate, the target by 2025 is below 3%, the result is 2.54%; cremation rate, the target by 2025 is 73-75%, before implementing the Program, this rate was 64%, now it has reached 82%.

The employment rate; the rate of workers participating in unemployment insurance over the working-age workforce reached 44.9% (target 40%); the health insurance coverage rate reached 95.25% (target 95%); to date, Hanoi has no more poor households (according to the city's poverty standards)...

According to the assessment of the Steering Committee, Program No. 08-CTr/TU of the City Party Committee has been directed to be implemented resolutely, substantially, effectively, with widespread impact with many specific mechanisms and policies of the city issued, having a positive impact on people's lives, and receiving the people's approval and response. Thereby affirming the correctness and profound humanistic meaning of Program No. 08-CTr/TU of the City Party Committee.

At the conference, representatives of the Vietnam Fatherland Front Committee of Hanoi City, representatives of Long Bien, Ha Dong, Ba Vi districts... discussed and shared some experiences and results of implementing Program 08-CTr/TU in the area.

"Not satisfied with the results achieved, have done well, must do better"

Concluding the conference, Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan, Head of the Steering Committee of Program 08-CTr/TU emphasized that this is a difficult program with many important tasks. The Steering Committee and the Standing Committee of the Steering Committee have implemented activities seriously, methodically, scientifically, closely, and effectively with many innovative ways of doing things from developing and issuing implementation plans, information, propaganda, inspection, and supervision.

Based on the contents and tasks of the Program and the direction of the Program Steering Committee, many districts, towns and cities have led, directed and implemented Program No. 08-CTr/TU in accordance with the characteristics of each locality and have had good and creative ways of doing things, contributing to the development of the social security system, improving social welfare and the quality of life of the people in the area. The results achieved in the Program and the city's poverty reduction work have made an important contribution to the socio-economic development, security, national defense, ensuring social security, and are the foundation for the stability and development of the city.

According to Deputy Secretary of the City Party Committee Nguyen Ngoc Tuan, no other term has seen the city invest so much in healthcare, or pay attention to the development of a national standard school system, or the restoration of relics. In addition, the repair of dilapidated houses has been carried out not only in Hanoi but also expanded to support some neighboring provinces and cities. That shows the humane nature of the Program.

Emphasizing that in the coming time, the country and the Capital are moving to a new stage of development, with many very important tasks, Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan stated: "The work of ensuring and developing social security, improving social welfare, and the quality of life of the people of the Capital is a very meaningful task and is carried out regularly, continuously and without an end point" . Therefore, the Deputy Secretary of the City Party Committee requested the members of the Program Steering Committee; departments, branches, districts, towns and cities to continue their sense of responsibility, closely follow the policies and directions of the Central Government and the City, and implement the tasks.

In particular, focusing on some key contents such as: continuing to effectively implement the poverty reduction target. Currently, the city has no poor households (according to Hanoi's standards) but there are still 9,928 near-poor households, if not done well, it can lead to re-poverty; reviewing the health examination and management of people... "We are never satisfied with the results achieved, having done well, we must do better" - Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan emphasized.

Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan awarded Certificates of Merit from the Standing Committee of the Hanoi City Party Committee to outstanding collectives and individuals in implementing Program 08-CT/TU.

Based on the results of the Program for the period of 2021 - 2025, Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan suggested continuing to promote and disseminate outstanding results, good and effective models for replication in the city. Continue to research and effectively apply specific mechanisms and policies that the Politburo and the National Assembly have prioritized for Hanoi such as the Capital Law 2024. Thereby, reviewing proposals to build and perfect institutions and policies to ensure consistency, synchronization, and suitability with the reality of the Capital. In addition, directing and drastically implementing Resolution No. 02/NQ-HDND of the City People's Council on investing in the three fields of education, health, and culture, contributing to the development of a social service system to meet the needs of the people.

Collectives and individuals were awarded Certificates of Merit by the Chairman of the City People's Committee.

On this occasion, the Standing Committee of the Hanoi Party Committee awarded Certificates of Merit to 10 collectives and 10 individuals; the Chairman of the City People's Committee awarded Certificates of Merit to 20 collectives and 17 individuals with outstanding achievements in implementing Program 08-CTr/TU of the City Party Committee.

At the conference, the Hanoi People's Committee awarded Certificates of Merit to 29 collectives and 24 individuals with achievements in the National Target Program on Sustainable Poverty Reduction in Hanoi for the period 2021-2025; the Steering Committee of Program No. 08-CTr/TU of the City Party Committee presented gifts to 10 near-poor households who successfully escaped poverty through support from the city's policies and the efforts of their families.
