Health insurance participants receive medical examination and treatment at any primary care facility nationwide.

Therefore, the health sector does not need to specify the initial medical examination and treatment registration level, but at any hospital, people can receive medical examination and treatment and pay for health insurance.

Regarding the health insurance policy, Minister of Health Dao Hong Lan said that the regulation of the place to register for initial health insurance treatment is to serve the management and health care of the people, and at the same time create health records for health insurance participants.

Currently, people can register for initial medical examination and treatment at any medical examination and treatment facility near their workplace, residence or living place.

According to the provisions of Law No. 51/2024 amending and supplementing a number of articles of the Law on Health Insurance, health insurance participants are entitled to medical examination and treatment at any facility equivalent to the initial facility, as well as at any initial facility nationwide.

This regulation also helps manage chronic diseases, monitor and provide appropriate medication for health insurance participants.

In addition, on January 1, 2025, the Ministry of Health issued Circular 01 detailing and guiding the implementation of a number of articles of the Law on Health Insurance.

Including a list of 62 rare and serious diseases that do not require a referral letter, patients are still entitled to 100% of the health insurance benefits; Regulations on initial health insurance registration and regulations on transferring patients to initial health insurance facilities.

According to the Ministry of Health, these documents help facilitate health insurance treatment and ensure people's rights.

Also regarding the health insurance policy, voters reflected that when people buy health insurance for the first time, the time to use the health insurance card is 30 days after purchase. This prescribed time is too long, affecting the rights of people buying health insurance.

Therefore, voters recommend reviewing and re-regulating the time to use the card earlier in medical examination and treatment, this is to increase the persuasiveness of propaganda and mobilization of people to participate in health insurance of localities.

Regarding this issue, the Minister of Health said that according to the provisions of Article 16 of the Law on Health Insurance, for groups participating in health insurance for the first time, the validity period of the health insurance card is stipulated as follows:

- The group paid by employees and employers, the group paid by social insurance organizations and the group paid by the state budget, the health insurance card is valid from the date of payment;

- Groups supported by the State budget for payment (including people in near-poor households, students), groups participating in family health insurance (except for groups paid by employees and employers).

For the group paid by the Social Insurance organization and the group paid by the State budget, or the group that participates in health insurance intermittently for 3 months or more in the fiscal year, the health insurance card is valid after 30 days from the date of payment of health insurance.

This regulation aims to ensure the responsibility of continuous participation in health insurance, limiting the situation of only participating in health insurance when sick. Thus, with current regulations, most people participating in health insurance for the first time can use their health insurance card from the date of paying health insurance, except for cases in the group that must wait 30 days as mentioned above.
