The plan to organize and implement the tasks and solutions to overcome the shortcomings and limitations that have been pointed out in 2023, aims to ensure the completion of the targets and tasks of Plan 57/KH-UBND dated February 8, 2024 of the City People's Committee on digital transformation, building a smart Hanoi city in 2024 and related documents on digital transformation. Thereby, thoroughly understanding the role of Departments, branches and sectors in digital transformation of the sector, the field of management unit and the role of presiding over and guiding implementation in localities of the City.

Heads of departments, branches and sectors must properly perceive their leading role in digital transformation according to the fields under their management, ensuring adherence to the policies and directions of the ministries and sectors in charge and their unified guiding role for districts, towns and cities.
Concentrate resources on implementation to ensure completion of targets and tasks in Plan No. 57/KH-UBND dated February 8, 2024 of the City People's Committee.
Thoroughly resolve delayed tasks, focusing on completing specialized databases, especially land databases.
In terms of institutions, heads of units directly direct the development and implementation of plans and key tasks on digital transformation according to the fields and areas under their management; arrange priorities and focus on immediately implementing tasks that are eligible for implementation. Review, update and complete regulations on management, operation and exploitation of information systems deployed at the unit, clearly define the responsibilities of each civil servant and public employee in using and effectively exploiting the deployed systems.
Regarding human resources, urgently consolidate and arrange departments and staff specializing in information technology (IT), digital transformation at the unit to ensure appropriate expertise; promote the implementation and ensure the effectiveness of training, fostering, improving knowledge and skills to serve the advisory work, deploy digital transformation tasks for IT specialists, digital transformation and the team of civil servants of the City. Consider adding staff for digital transformation and IT positions of the City's state agencies.
Regarding infrastructure and shared platforms, focus on implementing major tasks of the City, ensuring adequate infrastructure and information security conditions to serve the management and operation of information systems/databases of the City's sectors.
Regarding data development, complete the implementation of the task of developing specialized databases for a number of important fields. Actively coordinate with ministries and branches to guide districts, towns and related units to digitize specialized data in the fields under their management, ensuring compliance with the policies and orientations of the Government, instructions of the ministries and branches in charge, and synchronization and unification with the direction of the City. Focus on implementing data digitization, digitization of administrative procedure settlement results and electronic storage according to regulations to ensure efficiency, consistency and synchronization with the implementation of information systems and specialized databases. Research and propose methods for using digital signatures of citizens and organizations in the process of implementing online public services of the City.
Deploy network information security assurance according to the 4-layer model; approve information security levels and deploy information security assurance plans according to the level of completion of the targets in Plan No. 57/KH-UBND dated February 8, 2024.
The City People's Committee assigned the Department of Information and Communications to be the focal point to urge units to implement and summarize the results, problems and difficulties of the units. Focus on organizing and implementing to ensure progress and effectiveness of the key tasks assigned by the City.
Directors, Heads of departments, branches, sectors, and public service units under the City People's Committee, Chairmen of People's Committees of districts, towns, and cities shall, based on their functions, tasks, and characteristics of the local situation and units, organize implementation at their units.
The City People's Committee requires clearly defining tasks and solutions; clearly assigning collectives and individuals to direct, monitor, inspect, urge, and implement digital transformation tasks, ensuring unified leadership viewpoints of "clear people, clear work, clear responsibilities, clear processes, clear efficiency", "one job - one focal point throughout". This is a criterion for assessing the level of work completion serving the assessment and classification of civil servants and public employees according to regulations.
