Reducing the term of imprisonment is one of the lenient policies of the Party and the State towards those sentenced to imprisonment. In preparation for the reduction of prison sentences on the occasion of National Day, September 2, 2023, Ninh Khanh Prison has urgently prepared conditions for prisoners eligible for early sentence reduction to have the opportunity to reform and return to their families.
Prisoner Pham Thi Hoang Anh (born in 1966, from Thai Binh) was arrested for drug trafficking and sentenced to 11 years in prison. She has now served 7 years. Due to her good rehabilitation and meeting the conditions, in recent years, prisoner Anh has had her sentence reduced 3 times, with a total reduction of 3 years. On the occasion of National Day, September 2 this year, prisoner Anh was again proposed to have her sentence reduced.
Prisoner Pham Thi Hoang Anh happily said: When I learned that I was eligible for a sentence reduction this time, I was very happy, and even happier that this time I would be able to finish serving my prison sentence. During my time in the rehabilitation camp, I was very remorseful and regretful of my criminal behavior. At that time, it was only because of greed that I entered the law, participating in illegal drug trafficking for a very short time before being arrested and sentenced to 11 years in prison.
Therefore, during the rehabilitation process, I always strictly followed the regulations and worked hard to hope to enjoy the leniency policy of the Party and the State. After completing my prison term and returning to my locality, I will strictly follow the provisions of the law, not re-offend, and actively work to develop the economy with the sewing profession learned in the Camp combined with selling goods at home, becoming a useful citizen for society.
In an equally excited mood, prisoner Pham Thi Thuy (born in 1991, from Quang Ninh) said: I have been serving my prison sentence at Ninh Khanh Prison since 2017 for the crime of illegally buying and selling drugs, with a total prison sentence of 15 years. Thanks to the policies and regimes of the Party and the State, my sentence has been reduced twice. On the occasion of National Day, September 2 this year, I was again voted to be considered for a sentence reduction. Although I have not yet completed my sentence, it is very valuable to me. This is the motivation for me to try to reform, work, and strictly comply with the rules and regulations at the Prison to continue to have my sentence reduced in the following reviews, to soon return to reunite with my family, and integrate into the community.
Currently, Ninh Khanh Prison (under the Police Department for Management of Prisons, Compulsory Education Facilities, and Reformatory Schools, Ministry of Public Security, located in Ninh Van Commune, Hoa Lu District) is managing and educating nearly 4,500 prisoners.
Colonel Tran Duc Phong, Warden of Ninh Khanh Prison, said: To prepare for the sentence reduction campaign on the occasion of National Day, September 2 this year, the unit has promptly announced the plan for considering sentence reduction, conditions, and criteria for sentence reduction to prisoners, to motivate them to compete and strive for reform.
The review and selection of prisoners for sentence reduction is carried out strictly and carefully by Ninh Khanh Prison. Accordingly, based on the results of emulation evaluation during the entire rehabilitation process from the prisoner group to the emulation review council of the sub-camp officers, the emulation review council of the Prison to select prisoners who meet the conditions and standards to propose for sentence reduction; ensuring publicity, transparency, democracy, correct subjects, in accordance with legal regulations, not missing or missing people who are proposed for sentence reduction.
On the occasion of National Day, September 2 this year, the Prison selected a total of 852 prisoners with good rehabilitation records and strict compliance with the Prison's regulations and rules to propose for sentence reduction; of which 17 prisoners had their sentences reduced from life to 30 years; 159 prisoners had their entire prison sentences reduced; and 676 prisoners had their sentences reduced from 1 month to 29 months.
To prepare for the reintegration into the community of prisoners whose prison terms were reduced this time, Ninh Khanh Prison organized training and propaganda sessions to equip them with legal knowledge; and guide them to carry out necessary procedures according to the law after returning to their localities and reintegrating into the community.
At the same time, the local authorities where these prisoners reside will be notified to carry out management and support work. In addition, the unit will also advise them on businesses that are in need of recruiting workers, to help them get information, find jobs soon, ensure their lives, and become useful people to society.
Reducing the term of imprisonment is a humane policy of the law, demonstrating the leniency of the Party and the State towards prisoners. This is a policy of great significance, implemented annually on major national holidays such as Lunar New Year, the anniversary of the Liberation of the South, the reunification of the country on April 30 and the National Day on September 2. Thereby, it has had a positive impact on the psychology, the awareness of striving to study, practice, and reform labor, arousing the desire to reintegrate into the community, rebuild the lives of those who have made mistakes, at the same time, contributing to strengthening the belief in the humane policy of our Party and State. Hopefully, after each sentence reduction, society will have more good citizens so that everyone and every family can have peace and happiness.
