The construction of a smart village model is identified by Yen Khanh district as a premise towards the goal of smart rural areas, contributing to building an increasingly civilized and modern locality, gradually narrowing the gap with urban areas.
Khanh Nhac Commune is one of the communes in Yen Khanh District that has piloted the digital transformation model. During the implementation process, the commune selected Hamlet 4B as a pilot to build a smart village model, then evaluated the implementation results to gain experience and replicate it on a large scale.
Mr. Mai Trong Luu, Vice Chairman of Khanh Nhac Commune People's Committee, said: Determining the construction of smart villages is one of the important contents of digital transformation, helping people easily access technology and improve the quality of life. To effectively implement this, Khanh Nhac Commune has coordinated with the district to open training courses for cadres, party members and people in the village, supporting the installation of free wifi, security cameras, etc.
According to Mr. Nguyen Van Bang, Secretary of the Party Cell of Hamlet 4B, Khanh Nhac Commune, since implementing the smart village, it has been very effective and convenient. As before, when announcing events and meetings, Hamlet 4B used loudspeakers or invitations which was very time-consuming. Now, applying digital technology, establishing zalo groups, people grasp information quickly and conveniently. At the Village Cultural House, information infrastructure and cable TV have been fully installed for online meetings, serving people in performing online public services. Currently, over 90% of the villagers use smartphones, over 70% of families have installed security cameras.
Ms. Dinh Thi Mai, village 4B, Khanh Nhac commune said: In the countryside now, it is almost the same as in the city. Buying and selling, exchanging goods is mostly done via smartphones, on the Internet environment. My house has wifi installed to use services and communication information. In particular, in the past, people in the village and commune only used cash to go to the market to buy, sell, exchange, and trade goods. After being guided by the Community Digital Technology Group, now in the market, most grocery stores have QR codes for electronic payment, not many people use cash like before.
Khanh Cu commune is one of two communes in Yen Khanh district that has piloted the construction of a smart commune model for widespread replication. During the implementation process, the commune has comprehensively deployed it in all areas of life, identifying people as the subject, the driving force and the target of digital transformation. Therefore, the commune pays attention to propaganda work, equipping knowledge, helping people to easily access digital platforms and use services that become essential needs, bringing practical benefits and convenience in life.
Mr. Dinh Van Linh, Party cell secretary, head of the Front Work Committee of Xuan Duong 2 village, said: Since April 2023, Khanh Cu commune has chosen Xuan Duong 2 village to build a smart village. The village has 285 households with 738 people. When starting to build a smart village, village officials were trained and studied to improve their digital technology skills, so they took the lead in applying digital platforms to inform and at the same time widely propagate to villagers about using smartphones, adults have electronic payment accounts...
Currently, Xuan Duong 2 village has fiber optic Internet infrastructure and 4G/5G mobile information covering households; there are digital technology groups/teams interacting and supporting each other in the village. 100% of individual houses and households in the village have digital address codes on the digital map platform, and there is free wifi at the village cultural house. Along with that, in the village, more than 85% of adults use smartphones; over 70% of adults have electronic payment accounts. Currently, Xuan Duong 2 village has met the criteria in building a smart village model.
Mr. Nguyen Xuan Tu, Vice Chairman of Khanh Cu Commune People's Committee, said: After more than 1 year of pilot implementation, up to now, the commune government has thoroughly applied digital technology to management work to improve the efficiency of direction and operation. 100% of commune officials and civil servants have proficiently used applications and software for managing electronic documents and digital signatures. 11/11 villages and hamlets in Khanh Cu commune have established a Community Digital Technology Team and are operating effectively. Most restaurants and grocery stores have QR codes for electronic payment.
Mr. Pham Van Phu, Deputy Head of the Department of Culture and Information of Yen Khanh district, said: The application of information technology in life is becoming more and more popular in rural areas. Currently, most families in the village have at least 1 smartphone, and every house has high-speed internet installed. This is a favorable condition for localities in the process of building and implementing smart villages and digital citizens in the current technology era.
In 2023, Yen Khanh district continued to select 4 villages in communes to build a smart village model. After nearly 5 months of implementation, village officials have been trained to apply digital platforms to inform and propagate to villagers. Most people have access to new information accurately and conveniently through the village's information page on social networks. Thanks to training and guidance, over 95% of people have installed electronic identification accounts and are proficient in using computers and smartphones to conduct transactions in the online environment.
The initial effectiveness of the "Smart Village" pilot model is the basis for Yen Khanh district to widely replicate it, creating a premise for building a smart new rural commune, contributing to improving the quality of life of rural people, narrowing the gap between rural and urban areas. In the coming time, Yen Khanh district will continue to guide and encourage people to access digital technology platforms, develop smart agricultural models, promote and consume products on the network environment, aiming to build an increasingly civilized and modern countryside.
