That is the notable content in Circular 44/2023/TT-BTC just issued by the Ministry of Finance on June 29.
Circular 44/2023/TT-BTC stipulates a reduction of 10-50% on 36 fees and charges to support people and businesses. This Circular takes effect from July 1, 2023 to December 31, 2023.

Notably, of the 36 fees and charges reduced this time, 21 fees and charges are reduced by up to 50%.
These are: fees for granting licenses for the establishment and operation of banks; fees for granting licenses for the establishment and operation of non-bank credit institutions; fees for granting certificates of construction operation capacity to organizations; fees for granting certificates of practice in construction activities to individuals; fees for appraising construction investment projects (fees for appraising construction investment feasibility study reports or fees for appraising construction investment economic-technical reports).
The list of fees and charges reduced by 50% also includes many types in the tourism sector, such as: appraisal fees for granting international travel service business licenses, domestic travel service business licenses; appraisal fees for granting tour guide cards.
In addition, there are fees and charges in the securities sector; fees for licensing the import of non-business publications; fees for registering the import of publications for business purposes; industrial property fees...
Regarding radio frequency usage fees, in case organizations and individuals have paid fees according to the fee rates prescribed in Circular No. 265/2016/TT-BTC and Circular No. 11/2022/TT-BTC for the effective period of this Circular, organizations and individuals will be able to offset the difference in fee amounts between the fee rates prescribed in Circular No. 265/2016/TT-BTC and Circular No. 11/2022/TT-BTC and the fee rates prescribed in this Circular against the fee payable in the next fee payment period.
The fee collection organization is responsible for calculating and offsetting the fee for the organization or individual in the next fee payment period.
Assessing the impact of the above policy, the Ministry of Finance said that reducing 36 fees and charges by 10-50% is expected to reduce budget revenue by about 700 billion VND.
In addition to reducing 36 fees and charges until the end of 2023 as above, the Government previously approved a decree reducing 50% of registration fees for domestically produced cars.
Specifically, according to this decree, the first registration fee for cars, trailers or semi-trailers pulled by cars and vehicles similar to cars manufactured and assembled domestically is 50% of the fee prescribed in Decree No. 10/2022/ND-CP dated January 15, 2022 of the Government.
The Decree reducing 50% of registration fees for domestically produced cars takes effect from July 1, 2023 to December 31, 2023. From January 1, 2024, the registration fee collection rate will continue to be implemented according to the provisions of Decree No. 10/2022/ND-CP.
