According to a new government decree, battery-powered electric cars will be exempt from registration fees for an additional two years, instead of the incentive expiring at the end of February this year.
The Government has just issued Decree No. 51/2025/ND-CP (Decree 51) amending and supplementing a number of articles of Decree No. 10/2022/ND-CP dated January 15, 2022 of the Government regulating registration fees.
Accordingly, Decree 51 amends and supplements Point c, Clause 5, Article 8 of Decree No. 10/2022/ND-CP.
Specifically, according to Decree 51, from March 1, 2025 to February 28, 2027, the registration fee for battery-powered electric cars is 0%.
According to Decree 10/2022/ND-CP, the preferential registration fee for first-time registration of battery-powered electric cars is 0% for 3 years, applied from March 1, 2022 to February 28, 2025.
Thus, according to Decree 51, battery-powered electric cars will be exempt from registration fees for an additional 2 years.
In the draft decree amending and supplementing a number of articles of Decree No. 10/2022/ND-CP sent by the Ministry of Finance to the Government, it is stated that applying a 0% registration fee for battery-powered electric cars (instead of 10-12% as for gasoline and diesel cars with the same seats) directly contributes to reducing the cost of car registration, increasing consumers' access to car products, and at the same time stimulating consumers to use this green means of transport.
After 3 years of application, the number of battery-powered electric cars paying registration fees for the first time increased dramatically by nearly 20 times, from 4,040 cars in 10 months of 2022 to 79,781 cars in 2024.
