The Government has just issued Decree No. 51/2015/ND-CP dated March 1, 2025 amending and supplementing Decree No. 10/2022/ND-CP regulating registration fees.

Electric cars are exempt from registration fees for another 2 years |
According to calculations by the Ministry of Finance, exempting registration fees for two more years for electric vehicles could reduce the budget revenue by about VND4,800 billion per year.
Over the past three years, the budget revenue reduction from exempting registration fees for electric cars has been nearly VND8,420 billion. This is because the number of battery-powered electric cars has increased rapidly, from an average of over 400 cars registered for registration fees per month in 2022 to over 6,600 cars in 2024.
Registration fees are one of many expenses that owners must pay to get a car on the road. Offering incentives for electric cars is one way to encourage people to prioritize using environmentally friendly cars.
Currently, car registration fees are calculated based on a percentage of each type and each locality when registering.
For example, the first fee for cars in Hanoi, Quang Ninh, Hai Phong is 12% of the car value; 10% in Ho Chi Minh City, 11% in Ha Tinh... For pickup trucks, the registration fee is 60% of the first fee for cars. From the second fee payment, the fee is 2% and is applied uniformly nationwide.
