Many good ways
After 13 years of implementing the National Target Program on New Rural Construction, Gia Vien district has achieved many important results. The program has become a vibrant, widespread, democratic, and voluntary emulation movement, following the motto "People know, people discuss, people do, people benefit", effective and practical. Realizing the significance of the Program, many households have donated land to build roads, donated labor and money to join hands in building the New Rural Area. Rural socio-economic infrastructure has been invested in, many effective economic development models have been replicated. The face of the countryside has changed significantly, people's lives have been improved. Through the National Target Program on New Rural Construction, the leadership role of Party committees and the entire political system at the grassroots level has been gradually consolidated and enhanced, people are excited, confident, and actively respond to participate.
Comrade Nguyen Huy Nhuong, Party Cell Secretary, Head of Nam Hai Village (Gia Tan Commune) said: Whatever we do, we will promote it through images (via Zalo, Facebook...) to the people in the village and outside the village. Thanks to that, it creates a ripple effect to the whole population, every household is excited, contributing more working days, and decorating the fences and alleys. In particular, children who are working and doing business far away also turn to their homeland, supporting 250 million VND.
Currently, the Village Front Committee is focusing on completing badminton, table tennis, and volleyball courts, while also painting murals, planting flowers, ornamental plants, etc., striving to achieve the model NTM standard by June 2024. With high determination and support from all levels, the contributions of the people, each village, and residential area have clearly changed.
It is known that at this time, Gia Vien has 36 villages and hamlets registered to build model new rural areas. Localities are continuing to deploy, complete work items, complete criteria documents to request appraisal, and consider recognition of meeting model new rural standards.
Comrade Nguyen Xuan Binh, Deputy Chief of the Office for Coordination of New Rural Construction in Gia Vien District, said: In 2023, the District People's Committee decided to recognize 17 villages and hamlets that met the model new rural standards in the first and second phases, in which many localities organized a ceremony to announce the decision. A noteworthy thing about the villages and hamlets that met the model new rural standards in the past time is that the Village Front Work Committee often plans to organize a ceremony to announce the decision to recognize the residential area that met the model new rural standards on holidays. Because this is the occasion when more people attend, and at the same time, it creates favorable conditions for children far from home to have time to gather and celebrate with their homeland. Many announcement ceremonies were held solemnly, the children were moved and proud to witness the changes in their homeland. In particular, many children of the homeland brought resources back to invest in production, or opened some new jobs, creating jobs for local workers.
By 2020, Gia Vien had 20/20 communes recognized by the Ninh Binh Provincial People's Committee as meeting the NTM standards and Gia Vien district was recognized by the Government as meeting the NTM district standards. By the end of 2023, the whole district had 2 communes meeting the model NTM standards and 10 communes meeting the advanced NTM standards.
Increase people's income
Not only investing in infrastructure construction, in building new rural areas, Gia Vien district also focuses on promoting the implementation of production planning, taking advantage of and promoting strengths, potentials, and internal resources with many solutions to improve people's income and living standards. Up to now, the whole district has 20/20 communes that have approved the land consolidation plan. The communes are continuing to complete documents, adjust maps and carry out procedures for measuring and issuing land use right certificates.
In particular, the communes of Gia Tran, Gia Tan, Gia Hung have completed the survey. The communes of Gia Thanh, Gia Tran, Gia Lap, Gia Tan, Gia Van, Gia Hung, Gia Minh are conducting surveys to complete the dossier for granting certificates after land consolidation. Along with that, the work of attracting investment is directed with attention, creating favorable conditions for enterprises to invest in production and business in the industrial clusters of Gia Van, Gia Phu..., contributing to promoting socio-economic development in the district.
Associations and unions create conditions for households to borrow preferential loans to develop production, continue to mobilize people to change the structure of crops and livestock, and convert ineffective rice growing areas to new farming models. Many communes develop economic development plans, gradually restructure agricultural production, organize the application of science and technology in production; attach importance to the development of small and medium enterprises to gradually change the economic structure of the locality.
Up to now, the economic structure in many communes in Gia Vien district has shifted towards a high proportion of industry, services and trade. In particular, the One Commune One Product Program has been promoted and continued to develop. In 2023, the whole district has 16 products recognized as achieving 3-star OCOP. In particular, many products not only contribute to creating many jobs for rural workers, but are also associated with local tourism development, such as: Gia Vuong conical hats; Diem Giang rice paper; Ba Tu traditional shrimp paste; Doan Thoa dried lotus seeds...
Discussing the roadmap for Gia Vien to achieve the standards of an advanced NTM district in the coming time, comrade Luu Thi Huyen, Standing Deputy Secretary of the Gia Vien District Party Committee emphasized: For the commune level, building an advanced NTM, moving towards a model NTM is a regular task, with the motto: if it is new, it must be even newer, not stopping just because the criteria have been met, as this will create reliance and expectation.
The Standing Deputy Secretary of Gia Vien District Party Committee also stated: The Party Committee, the government and the people of the localities continue to thoroughly grasp the viewpoints and policies of the Party and the State on agriculture, farmers, rural areas and the National Target Program on New Rural Construction. The grassroots Party Committees and authorities do a good job of building the Party, building the political system and mass organizations in the direction of being close to the grassroots, strengthening dialogue, listening and promptly resolving the legitimate aspirations of the people, creating consensus and positive response from the people, promoting the role of the people as the main subject to continue building and developing new rural areas at all levels with higher quality and more sustainability.
In implementing the National Target Program on New Rural Construction, all levels and sectors need to focus on propaganda and mobilization of the people, promote the strength of the great national unity bloc, practice democracy, create consensus, actively participate in building a clean and strong Party, government, Fatherland Front and mass organizations. For communes that have achieved 19 new rural criteria, continue to maintain and improve further, strive to achieve advanced new rural standards, contributing to building Gia Vien homeland increasingly prosperous, becoming an advanced new rural district by 2025.
