On the afternoon of July 17, the Hanoi Party Committee held a ceremony to announce the Politburo's Decision on personnel work.
Accordingly, comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Party Central Committee, Head of the Central Mass Mobilization Commission, was assigned to hold the position of Secretary of the Hanoi Party Committee for the 2020-2025 term.
Attending the announcement ceremony were Politburo members: Standing member of the Secretariat Luong Cuong; Secretary of the Party Central Committee, Head of the Central Organization Committee Le Minh Hung; Secretary of the Party Central Committee, Head of the Central Mass Mobilization Committee Bui Thi Minh Hoai.
Also attending were members of the Party Central Committee: Chief of the Party Central Committee Office Nguyen Duy Ngoc; Deputy Head of the Central Organization Committee Nguyen Quang Duong; Permanent Deputy Head of the Central Mass Mobilization Committee Pham Tat Thang; Permanent Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen; Chairman of the Hanoi People's Committee Tran Sy Thanh, along with leaders of the City Party Committee - People's Council - People's Committee and departments, branches, districts and towns of Hanoi.
Comrade Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, announced Decision No. 1379-QDNS/TW dated July 17, 2024 of the Party Central Committee on the transfer and assignment of Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Party Central Committee, Head of the Central Mass Mobilization Commission to hold the position of Secretary of the Hanoi Party Committee.

At the Decision Announcement Ceremony, Standing member of the Secretariat Luong Cuong emphasized that, based on the practical requirements of Hanoi city, to ensure the comprehensive and continuous leadership of the Central Executive Committee, the Politburo, and the Secretariat, on the basis of thorough discussion, close and multi-faceted consideration, on July 16, the Politburo reached a high consensus on assigning, transferring, and appointing comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Party Central Committee, Head of the Central Mass Mobilization Commission, to participate in the Executive Committee, the Standing Committee, and hold the position of Secretary of the Hanoi Party Committee for the 2020-2025 term.
On behalf of the Politburo and the Central Working Delegation, Standing member of the Secretariat Luong Cuong congratulated comrade Bui Thi Minh Hoai.
Standing member of the Secretariat Luong Cuong assessed that comrade Bui Thi Minh Hoai is a capable cadre, with basic training, a Master's degree in Law, and a senior degree in Political Theory; has a lot of experience in Party building work, especially inspection and examination work, has a scientific and democratic working method, maintains principles, matures from the grassroots, and has held many positions at the central and local levels.
Being assigned and entrusted with a new task by the Politburo is a recognition and evaluation by the Party, and at the same time a heavy responsibility for comrade Bui Thi Minh Hoai. Therefore, comrade Bui Thi Minh Hoai must be very brave and determined, continue to strive, practice, closely follow the grassroots, quickly grasp the situation, and work together with the Standing Committee and the Standing Committee of the City Party Committee to unite and unite, focus on leading, directing, and organizing the successful implementation of the Resolution of the 13th National Party Congress and the Resolution of the 17th Hanoi City Congress.
Standing member of the Secretariat Luong Cuong believes that comrade Bui Thi Minh Hoai will excellently fulfill the tasks assigned by the Party and State, meeting the requirements and expectations of the Party Committee, cadres, party members and people of the Capital.
Standing member of the Secretariat Luong Cuong requested comrades in the Executive Committee, Standing Committee, Standing Committee of the City Party Committee and leaders at all levels and sectors in the whole city to strengthen solidarity, unity, and share with comrade Bui Thi Minh Hoai to shoulder the common work, quickly stabilize the internal situation, and focus on mobilizing strength to lead and direct the good implementation of the political tasks of the Capital.
In the immediate future, it is necessary to focus on leading, directing, and successfully organizing Party Congresses at all levels, towards the 18th City Party Congress, term 2025-2030 and the 14th National Congress of Delegates.

At the Decision Awarding Ceremony, Comrade Bui Thi Minh Hoai shared that this is both an honor and a heavy responsibility in the face of high demands for economic and social development, ensuring national defense and security; and Party building work of a city that is the political, economic and cultural center of the whole country, a city with a thousand years of civilization, the Capital - the heart of the country.
Comrade Bui Thi Minh Hoai emphasized that in the coming time, she will continue to inherit and promote the achievements of the city and the 94-year tradition of the Capital Party Committee. In her new position, she will make every effort, uphold the pioneering and exemplary spirit, uphold principles, and together with the Standing Committee, the Party Executive Committee and the entire political system of the Capital, maintain the tradition of solidarity and unity, seize opportunities, promote collective intelligence, courage, creativity, strive to overcome difficulties and challenges, organize the successful implementation of the Resolution of the 17th Congress of the City Party Committee, contributing to the determination of the whole country to successfully implement the Resolution of the 13th Congress of the Party.

New Secretary of the City Party Committee Bui Thi Minh Hoai hopes to continue receiving the attention, leadership and direction of the Party Central Committee, directly and regularly from the Politburo, the Secretariat, especially from General Secretary Nguyen Phu Trong and other Party and State leaders; veteran comrades, former leaders; the coordination of central departments, ministries, branches, and local Party committees and authorities for the City Party Committee, government and herself.
Comrade Bui Thi Minh Hoai requested the City Party Executive Committee, agencies, units, and all cadres, party members and people to continue to unite and make efforts to build the capital city to be increasingly rich, civilized and modern as the goal set by the 17th City Party Congress.
