(NLDO) - The Government requires continuing to promote the arrangement and streamlining of the apparatus, ensuring progress according to the direction of the Politburo.
The Ministry of Home Affairs shall preside over and coordinate with agencies and localities to urgently develop a Project to continue to arrange and organize the administrative apparatus (provincial, district, and communal levels) to be streamlined, effective, and efficient, and submit it to the Government Party Committee to ensure quality and progress in order to promptly report to the Politburo in accordance with the requirements in Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo.

This is a requirement clearly stated in the Resolution of the regular Government meeting in February 2025, which has just been issued by the Government. In the resolution, the Government requests to synthesize the opinions of ministries, agencies and localities on the proposed contents of decentralization and delegation of power to report to the Government and the Prime Minister as requested.
To carry out the tasks and solutions for socio-economic development in 2025, the Government requires ministries, branches and localities to strongly promote high but sustainable growth associated with maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy.
Promote social investment, mobilize all resources for development, focus on the private economy, consider the private economy as one of the most important driving forces for growth (contributing 50% to GDP, attracting 82% of labor, exporting 25%...), increase labor productivity and competitiveness of the economy.
The Government requested the Ministry of Finance to urgently submit to the Government a Decree extending the deadline for payment of value-added tax, corporate income tax, personal income tax and land rent in 2025 and a Decree extending the deadline for payment of special consumption tax on domestically produced and assembled automobiles.
Along with that, research and propose on reducing value added tax, expanding the tax reduction subjects applicable in the last 6 months of 2025, report to competent authorities before March 15, 2025.
The State Bank of Vietnam is assigned to study and assign additional credit growth targets to banks within its authority; review and reduce and simplify credit loan procedures, and accelerate credit capital for projects and sectors that create momentum for growth, especially green growth.
At the same time, increase the scale of the credit program for the forestry and fishery sector to over 100 trillion VND and expand the scope and participants to the Credit Program for the agriculture, forestry and fishery sector. "Direct credit institutions to continue researching and implementing preferential credit packages for people under 35 years old and people with housing difficulties" - the Government's Resolution clearly stated.
The Government also directed ministries, branches and localities to synchronously deploy the disbursement of public investment capital and three national target programs; speed up the progress of important and key national projects and works; develop industry and firmly ensure energy security.
Previously, on February 28, the Politburo and the Secretariat issued Conclusion No. 127, assigning the Government Party Committee to coordinate with the Central Organization Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations and relevant agencies to direct research, develop a project, and submit to the Politburo on merging a number of provincial-level administrative units, not organizing at the district level; continue to merge commune-level administrative units.
In merging provinces, in addition to the basis of population size and area, the Politburo and Secretariat require careful study of national master plans, regional plans, local plans, socio-economic development strategies, industry development, expanding development space, promoting comparative advantages, meeting development requirements for each locality and requirements and development orientations for the new period.
At the commune level, the Politburo and the Secretariat noted the need to clearly define models of local government at the commune level with urban, rural, mountainous, delta, and island areas, population size, area, history, culture, socio-economic issues, national defense, security, ethnicity, and religion. Based on the above bases, agencies will develop functions, tasks, powers, organizational structure, and staffing of local governments at the commune level.
At the same time, the agencies clarify the working relationship between local government levels (between provincial and communal levels); the vertical working relationship from the central to communal levels, ensuring smooth, synchronous, interconnected, effective and efficient operations; clearly identify the conditions to ensure effective operation of communal governments before, during and after the reorganization.
The Politburo and the Secretariat assigned the Government Party Committee to promptly report to the Politburo and the Secretariat for the policy before asking for opinions from Party committees and organizations, no later than March 9.
