On the afternoon of January 24, at the 4th quarter meeting of 2023 organized by the People's Committee of Vinh Long province, the provincial authorities officially informed about the case of "Captain Tran Hoang Ngoi (32 years old), an officer of the Economic and Drug Crime Investigation Police Team, Tra On District Police, who had both legs severed while chasing sand bandits".
Will arrange suitable job position
Vinh Long Provincial Police said that Captain Tran Hoang Ngoi's health is now stable, his injuries are progressing well, and he is gradually recovering. Captain Ngoi is undergoing physical therapy to get a prosthetic leg at the Rehabilitation and Occupational Disease Treatment Hospital in Ho Chi Minh City.
"According to the doctors' diagnosis, Captain Ngoi's health is progressing well, so the prosthetic leg will be easy to install and he will be able to walk on his own after a period of training," said Vinh Long Provincial Police.
Answer questions about Regarding the job assignment for Captain Ngoi, Vinh Long Provincial Police said that after this officer's health recovers, based on his wish to continue working long-term in the police force, based on his current physical condition and health status, the Provincial Police Department will arrange a suitable job position for Captain Ngoi.
Administrative fines for two sand bandits
Regarding the two subjects illegally mining sand, Vinh Long Provincial Police said that because the seized evidence was not of sufficient quantity to handle the criminal case of illegal mining, Tra On District Police advised the District People's Committee to issue a decision to administratively fine each subject 25 million VND and confiscate all evidence.
The provincial police also directed the Tra On District Police Investigation Agency to include in the process of verifying crime reports and denunciations, and examining signs of the crime of "resisting a person on official duty" related to the above incident to ensure compliance with legal regulations.
Vinh Long police confirmed that the case is still being verified and investigated.
As reported by VietNamNet , at around 10:00 p.m. on November 23, 2023, a patrol team of Tra On District Police consisting of 4 officers, including Captain Tran Hoang Ngoi, organized a patrol to ensure security and order on the Hau River. The patrol team discovered a wooden boat (no registration number) with 2 subjects illegally mining sand.
The patrol team signaled the vehicle to stop and fired warning shots, but the subjects stubbornly refused to comply and drove away.
The suspect's boat collided with the patrol boat, causing four police officers to fall into the river.
After that, 3 police officers were able to cling to the subjects' boat, but Captain Ngoi was seriously injured, with both legs severed, suspected to have been caught in the "propeller" of the subjects' boat. After the incident, the 2 sand bandits fled ashore.
Captain Ngoi was taken to the Can Tho Central General Hospital for emergency treatment. Due to the severity of his injuries, doctors had to amputate half of his right thigh and his left leg above the knee.
Captain Tran Hoang Ngoi is the youngest of six siblings. Ngoi is a cadre who grew up in the grassroots, his grandmother is a Heroic Vietnamese Mother and his father is a war invalid. Captain Ngoi's family is also difficult, his four sisters have their own lives but are all self-employed.
