Finding solutions to the problem of developing craft villages in Hanoi

There are many barriers

According to statistics from the Hanoi Rural Development Department, the city currently has 327 craft villages and traditional craft villages in 24 districts, towns, and cities, which have been recognized by the Hanoi People's Committee. In recent years, with the attention and investment of Hanoi, craft villages have maintained stable operations but are also facing many difficulties and challenges.

Deputy Head of the Economic Department of Son Tay town Bui Hong Ha said that in the area there is the traditional Phu Nhi rice cake village. Although it is known by many people, the economic efficiency is not high.

“The households develop from small-scale households, so investment resources are limited. The town’s support budget for craft villages is very low, insignificant compared to public investment, so development is very difficult…” - Ms. Bui Hong Ha shared.

Meanwhile, human resources are the issue that the Deputy Head of the Economic Department of Thach That District, Khuat Van Nham, is most concerned about. Currently, in this district, there are 59 craft villages and 50 villages with occupations; however, many villages are being lost due to the lack of a next generation to maintain the traditional occupation.

According to Mr. Nhan, many craft villages in Thach That district currently bring modest economic value. One of the difficulties is that the application of scientific and technological advances in production in craft villages is very limited; lack of investment funds and quality human resources...

Meanwhile, Deputy Head of Tourism Development Department (Hanoi Department of Tourism) Pham Huu Hao shared that the city is currently promoting the development of craft village tourism models. However, the number of tourism villages associated with craft villages is not as expected.

According to Ms. Hao, the reason is that the current products of craft villages are very monotonous, have low value, and are not attractive to tourists. This comes from the fact that craft villages still have the mindset of doing outsourcing work instead of producing sophisticated products and the absence of a team of professional craft village product designers.

Early completion of development project

Recognizing the significance and importance of craft villages, the Steering Committee of Program No. 04-CTr/TU of the Hanoi Party Committee assigned the Department of Agriculture and Rural Development to preside over and coordinate with departments, branches and localities to develop a project for the overall development of craft villages in the period of 2024 - 2030, with a vision to 2050.

Head of the Hanoi Rural Development Department Nguyen Van Chi said that recently, the unit has actively coordinated with the Rural Development Center under the Institute of Strategy and Policy for Agricultural and Rural Development (Ministry of Agriculture and Rural Development) to develop a project outline.

Based on the project outline developed by the Center for Rural Development, the Department of Agriculture and Rural Development organized a conference to collect comments from departments, branches and localities. The opinions of experts, scientists and management agencies have clarified the issues that need to be noted in the process of developing the project, especially on environmental factors and sustainable development.

Dr. Dang Thi Kim Chi - Vice President of the Vietnam Association for Conservation of Nature and Environment (VACNE) emphasized that the project needs to pay special attention to the conservation and development of craft villages associated with building a circular economy and green economy. This is an orientation that the Government is very interested in and Hanoi cannot ignore in the project.

“In addition to encouraging the development of craft villages, Hanoi also needs to study and consider drastic measures to stop or ban the activities of craft villages that have negative impacts on the environment…” - Dr. Dang Thi Kim Chi emphasized.

Deputy Director of the Hanoi Department of Agriculture and Rural Development Nguyen Dinh Hoa said that in recent years, the city has issued many mechanisms and policies to support the preservation and development of craft villages. However, the support contents are still small and integrated into general policies, making the exploitation of craft village values ​​still limited.

Mr. Nguyen Dinh Hoa also emphasized that the current economic integration context places increasing demands on product quality, design, transparency of origin and environmental protection. Therefore, building a plan for the overall development of craft villages, with a vision to 2050, is very necessary.

“Currently, the Hanoi Department of Agriculture and Rural Development is continuing to record comments from departments, branches and localities to complete the project outline; gradually building the project content; striving to approve the project by the end of July and early August for early implementation in practice…” - Mr. Nguyen Dinh Hoa added.

 

On July 5, 2024, the Hanoi People's Committee will organize a dialogue conference to remove difficulties and promote production and business for enterprises, cooperatives, and production and business households operating in craft villages in Hanoi . The conference is expected to have the participation of about 250 delegates from central ministries, departments of the city, especially organizations, enterprises, cooperatives, and production and business households in craft villages, promising to be an open forum for delegates to share and discuss solutions to promote the development of Hanoi's craft villages.
