How to further improve the management efficiency and quality of activities of local resident reporters' associations is a matter of special interest and concern to branches, inter-branches and leaders of the Provincial and Municipal Journalists' Associations in recent times.

Many units have had methods and solutions to manage permanent members, creating solidarity in professional activities and connecting with local authorities.

At the 2024 National Conference held on the morning of March 18, in Ho Chi Minh City, journalist Duong Danh Huu, Editorial Secretary, Permanent Vice President of the Association - Thanh Nien Newspaper, shared about further improving the management efficiency and quality of activities of the local resident reporters' association.

Journalist Duong Danh Huu, Editor-in-Chief, Permanent Vice President of the Association - Thanh Nien Newspaper, spoke at the national conference summarizing the work in 2023 and deploying key tasks in 2024.

Accordingly, Thanh Nien newspaper currently has more than 400 employees and workers mentioned above, the number of reporters and editors are members of the Vietnam Journalists Association. In addition to 173 members of the association of reporters working in Ho Chi Minh City, the newspaper also has an Editorial Branch in Hanoi with 35 members; a Central Office Branch with 9 members; a South Central and Central Highlands Office Branch with 13 members; and a Southwest Office Branch with 7 members.

It is known that Thanh Nien newspaper is one of the few agencies to organize the annual National Resident Correspondents Conference from 2022. Through each conference, the team of resident reporters receives instructions on information and propaganda work from the Central Propaganda Department as well as legal regulations related to resident reporters from the Ministry of Information and Communications and new regulations related to the profession from the Central Committee of the Vietnam Journalists Association.

Through the conference, resident reporters also had the opportunity to express their thoughts, aspirations, and proposals to the authorities, especially the leaders of the localities where resident reporters are present. They also listened to the opinions and suggestions from the leaders of the localities so that the resident reporters could look at themselves more clearly and together create a healthy press environment in localities across the country.

However, journalist Duong Danh Huu shared: Due to the pressure of daily professional work, the majority of members are key officials, editors, and core reporters of the agency, so it is difficult to organize activities that attract a large number of members to participate. The leaders of the Inter-Association and the Sub-Association all do management and professional work, and have to take on many jobs, so sometimes they do not have much time for the association's activities. Resident reporters at the Sub-Associations live and work in many different locations, so it is difficult for the Sub-Association to regularly organize activities with the full participation of its members.

In addition, only a few resident reporters are provided with facilities by local organizations to set up permanent offices, while the majority still do not have offices in their respective areas. Traveling and working between rural areas is difficult, and in many cases, reporters have to rent their own vehicles or walk in mountainous and highland areas to work...

Comrade Le Quoc Minh - Member of the Party Central Committee, Editor-in-Chief of Nhan Dan Newspaper, Deputy Head of the Central Propaganda Department, President of the Vietnam Journalists Association awarded the "For the Cause of Vietnamese Journalism" medal to members at the national conference of resident reporters of Thanh Nien Newspaper.

On the other hand, while many localities are interested in and create conditions for resident reporters to operate effectively and legally in the area, there is still a situation where some localities are afraid to contact, avoid the press, and even make it difficult for the press to work in the area...

However, recently, there has been a situation where some resident reporters, especially those of magazines, violate professional ethics and even the law while working, seriously affecting the reputation of the press.

Talking about solutions and proposals for the current management of reporters and resident members, journalist Duong Danh Huu shared: management agencies, such as the Ministry of Information and Communications, the Vietnam Journalists Association, etc., need to strengthen control mechanisms and impose strong sanctions on violations. At the same time, regularly inspect, urge, and strictly handle cases of violations of the Press Law, preventing journalists from practicing their profession in accordance with the law, thereby creating favorable conditions for the press to promote the effectiveness of social supervision and criticism.

Representative, the Association - Thanh Nien Newspaper proposed that the Vietnam Journalists Association organize more training courses to improve professional skills for resident reporters in provinces and cities on digital transformation and multimedia journalism exploitation. At the same time, disseminate in a timely and more specific manner the newly issued regulations related to the profession of journalists. At the same time, organize more training courses on the Press Law and current regulations so that leaders of departments, branches and localities can better understand and perceive the role of the press.

In addition, local authorities need to have a mechanism to coordinate and exchange information promptly with press agencies and resident reporters. Information needs to be provided quickly, fully and regularly, especially information related to hot issues of special public interest. There should be timely rewards, encouragement and recognition of the contributions of resident reporters to the socio-economic development of the locality...

Regarding the issue of press economy, journalist Duong Danh Huu said: Localities need to further promote the mechanism of "ordering" for the press, through propaganda work, coordinating the organization of seminars, conferences, cultural and sports events. This solution not only helps localities promote their image, unlock social resources, connect investment, tourism... to develop sustainable socio-economy, but also supports the press economy. In particular, there is a mechanism to support resident reporters to have offices to work, receive information from readers in a transparent and legal manner, which can be implemented through the offices of the local Journalists Association.
