The third meeting of the Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide took place on the afternoon of March 10, chaired by Prime Minister Pham Minh Chinh - Head of the Steering Committee.

On average, every day the whole country will have to destroy 490 temporary and dilapidated houses.

Speaking at the meeting, Prime Minister Pham Minh Chinh affirmed that eliminating temporary and dilapidated houses for disadvantaged and vulnerable people is a program of profound human significance of the Party and State, demonstrating the spirit of gratitude to those who have contributed to the revolution, demonstrating the spirit of great national unity, "national love, compatriots' love", mutual love, "the whole leaves cover the torn leaves, the torn leaves cover the more torn leaves".

There are about 280 days left from now until the end of the year. To complete the target by October 31, localities will basically complete the elimination of temporary and dilapidated houses (2 months earlier than the target set when launching the movement), on average, the whole country must eliminate 490 temporary and dilapidated houses every day, each province must eliminate 8 houses ,” the Prime Minister stated estimated figures.

The Prime Minister requested 10 localities (Bac Giang, Hung Yen, Ninh Binh, Ha Tinh, Quang Tri, Dong Nai, Binh Duong, Ben Tre, An Giang, Dong Thap) to immediately complete reporting the results of reviewing the need for temporary and dilapidated houses that need support from the program.

According to the Prime Minister, eliminating temporary and dilapidated houses is a very important political task. The Party has a policy, the Government is unified, the National Assembly agrees, the people support, and those in difficulty have hope. Therefore, we only discuss doing, not retreating, and implementing on schedule.

No one should be left in temporary or dilapidated housing: This is the command of our hearts and conscience, the responsibility of the community, to leave no one behind. This must be done ,” said the Prime Minister.

The head of the Government promotes the spirit of " whoever has something helps, whoever has money contributes, whoever has merit helps merit, whoever has a lot helps a lot, whoever has a little helps a little ".

The Prime Minister commended Minister of Ethnic Minorities and Religions Dao Ngoc Dung (formerly Minister of Labor, War Invalids and Social Affairs), Deputy Head and Permanent Member of the Steering Committee, for being very proactive in immediately implementing the Ministry's work after the merger, and coordinating with the Government Office to organize this 3rd Meeting.

The Steering Committee's meeting in April is expected to review one year of implementing the movement to eliminate temporary and dilapidated houses.

One of the important contents is to commend and praise typical good people - good deeds, good practices at 3 levels: Medal of the President, Certificate of Merit of the Government, Certificate of Merit of the locality.

Besides that, there is criticism, review, determination of responsibility, and even disciplinary action for groups and individuals who have not completed their tasks.

The Prime Minister directed that in the coming time, large cities and localities that are "locomotives" of the economy need to support localities that are still facing difficulties in eliminating temporary and dilapidated houses.

In addition, it is necessary to strengthen communication work, create motivation and inspiration for all people to participate in the movement, especially, the beneficiaries must also be active, self-aware and not wait or rely on others; Strengthen inspection, supervision and urging during the implementation process, not to be exploited, negative, wasteful, ensuring rapid and sustainable development.

In the specific tasks assigned to ministries and branches, the Prime Minister requested that before March 15, 2025, the Ministry of Finance must complete the allocation of housing support funds for people with revolutionary contributions and relatives of martyrs.

The Ministry of Agriculture and Environment should promptly guide and resolve land issues for the poor and disadvantaged.

“For people without land, we must calculate, plan, allocate land, and legalize the origin of the land for them. That is humane. District and commune levels must also handle this matter,” the Prime Minister directed.

Strive to basically complete the goal of eliminating temporary and dilapidated houses by October 30, 2025.

The remarkable results in the work of eliminating temporary and dilapidated houses were reported by Minister of Ethnic Minorities and Religions Dao Ngoc Dung at the meeting.

According to data from localities on the software system managed by the Ministry of Ethnic Minorities and Religions, updated to the end of March 6, 2025, the whole country has supported the elimination of 121,638/223,146 temporary and dilapidated houses, reaching 54.5% (of which 65,564 houses have been inaugurated and 56,074 new houses have been started).

Of which, housing support for people with revolutionary contributions is 10,338 houses; housing support under two national target programs (Sustainable poverty reduction; Socio-economic development of ethnic minority and mountainous areas) is 57,664 houses; housing support under the program to eliminate temporary and dilapidated houses is 53,636 houses (reaching 34.9%).

From now until December 31, the whole country must eliminate 101,508 temporary and dilapidated houses.

Minister Dao Ngoc Dung highly appreciated 7 localities that completed the elimination of temporary and dilapidated houses, including: Hanoi, Ho Chi Minh City, Hai Phong, Quang Ninh, Vung Tau, Vinh Phuc, and Bac Ninh.

Some localities mobilized resources very well, especially in difficult localities like Ha Giang, mobilized the police, army, youth, and veterans to participate, so although the money was small, the results were very good. There were houses that mobilized support of 60 million VND but in reality, the house cost 200-300 million VND.

According to statistics from the Ministry of Ethnic Minorities and Religions, the 10 localities with the highest results in eliminating temporary and dilapidated houses include: Nghe An 8,065 houses; Soc Trang 4,341 houses, Ha Giang 3,698 houses, Lao Cai 2,370 houses, Dong Thap 2,189 houses, Ca Mau 2,128 houses, Bac Giang 1,936 houses, Phu Tho 1,656 houses, Gia Lai 1,588 houses, Kien Giang 1,526 houses.

However, some localities have had very modest results in eliminating temporary and dilapidated houses, such as Ha Tinh with only 26 houses; Binh Thuan with 36 houses; Long An with 57 houses; Dak Lak with 74 houses; and Can Tho with 115 houses.

The Minister of Ethnic Minorities and Religions proposed that the provincial and municipal Party Committee Secretaries and the provincial and municipal People's Committee Chairmen resolutely direct the efforts to basically complete the goal of eliminating temporary and dilapidated houses in their localities by October 30 in order to practically welcome the provincial/municipal Party Congresses towards the 14th National Party Congress.

The Minister proposed that the Prime Minister assign the Ministry of Ethnic Minorities and Religions as the standing agency of the Central Steering Committee, assisting the Deputy Head of the Committee and the Standing Committee of the Steering Committee in advising and assisting the Central Steering Committee in implementing the elimination of temporary and dilapidated houses nationwide.

To promptly remove difficulties and obstacles in the process of implementing the elimination of temporary and dilapidated houses, Minister Dao Ngoc Dung proposed that the Prime Minister assign specific tasks to a number of ministries and branches.

Including early decision on allocating state budget capital to support provinces and cities; allocating career capital, allocating 5% savings source of state budget expenditure in 2024...

Good practices need to be replicated

At the meeting, some good practices were shared by ministries, branches and localities.

In particular, the Soc Trang Provincial Party Committee has mobilized 6,200 working days following the motto of people helping each other, not expecting financial support from the state budget. Soc Trang Province has set a target of completing the elimination of temporary and dilapidated houses for people with meritorious services before April 30. Before the traditional New Year of the Khmer ethnic group (mid-April), the province will complete houses for ethnic minorities; before September 30, the elimination of temporary and dilapidated houses in the province will be completed.

Binh Thuan province is also determined to complete 199 houses for people with meritorious services before April 30; complete the entire program to eliminate temporary and dilapidated houses in the locality before June 30.

Ca Mau province strives to complete the task of eliminating temporary and dilapidated houses by June 30, 2 months ahead of the previous plan (expected in August 2025).
