On the morning of January 11, at the National Innovation Center in Hoa Lac Hi-Tech Park (Hanoi), Prime Minister Pham Minh Chinh attended the national online conference to review the work in 2023 and deploy tasks in 2024 of the Ministry of Planning and Investment.
Also attending the Conference were Deputy Prime Minister Le Minh Khai and Minister of Planning and Investment Nguyen Chi Dung.
10 key issues and challenges in the strategic consulting work of the industry
Speaking at the conference, reviewing the outstanding results in 2023 and recent years of the science and technology sector, Minister Nguyen Chi Dung emphasized the development of a new mindset and a new strategic vision for development, in line with the country's new position and strength, to better meet practical requirements.
In public investment, we have made efforts to overcome the situation of scattered, fragmented, divided investment and local interests to concentrate investment resources on large projects, highways, inter-regional and coastal projects... for the country's infrastructure breakthrough.
Specifically, it has reduced from about 60 target programs in the 2011-2015 period to 21 programs in the 2016-2020 period, and now there are only 3 national target programs in the 2021-2025 period. It has cut about 12,000 projects using the central budget in the 2016-2020 period to less than 5,000 projects in the 2021-2025 period. It is necessary to achieve the goal of having about 3,000 km of expressways by 2025 and about 5,000 km by 2030.
State planning and management work has changed its thinking dramatically, increasing decentralization and decentralization, focusing on researching major issues of the country at the macro level, such as strategies, planning, schemes, institutions, new economic models, etc.
Completing the basic goal of submitting and approving plans in 2023 will create new space and new growth drivers, and at the same time serve as a legal basis for ministries, branches and localities to prioritize attracting investment and allocating resources for the development of industries, sectors and localities in the medium and long term.
The Minister also raised 10 key issues and challenges in the strategic advisory work of the sector. Accordingly, it is necessary to continue to consolidate and promote the strategic vision of development, the thinking of innovation and new reforms, in line with the new context of the world, the country, each industry, field and each locality. "This is the fundamental factor, the root of all policies to consolidate and unleash internal strength, and mobilize external strength to help us move faster and more sustainably," the Minister said.
Along with that, the risk of falling behind and falling into the middle-income trap is still high, the challenge of population aging, not taking full advantage of the "golden population" opportunity, especially in the context of a world economy with many difficulties and challenges, containing many uncertain and unpredictable factors.

The fundamental factors of institutions, high-quality human resources, technology, etc. are still low compared to the requirements of industrialization and modernization of the country. The internal capacity and autonomy of the economy are not high, the growth rate of labor productivity is still low. The basic industries, priority industries, and spearhead industries are still slow to develop compared to the requirements.
The Minister also worried about the effective exploitation and use of resources, promoting the role of state-owned enterprises, developing domestic enterprises, ethnic enterprises, cooperative economic organizations, attracting foreign investment in the new situation, national governance, decentralization, delegation of authority and coordination in a number of fields and promoting regional linkages, institutional development of various types of markets, science and technology, innovation has not really become the main driving force for rapid and sustainable development, challenges in adapting to climate change, promoting green growth, circular economy, renewable energy, etc.
The Minister emphasized that all cadres, civil servants and public employees in the industry will continue to promote the industry's tradition, uphold the reform flag, constantly innovate thinking, ways of thinking, ways of doing, courageously overcome themselves, demonstrate a sense of responsibility for the country's development, be ready to face difficulties and challenges, and regularly improve their legal knowledge and development thinking.

Speaking at the conference, Prime Minister Pham Minh Chinh first expressed his impression of the atmosphere of innovation, confidence, bravery and aspiration to rise up with the country of the science and technology sector at the conference, creating motivation and inspiration with the belief that 2024 will achieve better results than 2023.
According to the Prime Minister, among the country's overall results and achievements in 2023, it is impossible not to mention the contributions of the industry, the Ministry of Planning and Investment - the general staff agency with a particularly important position and role; including silent contributions but with great impact, high spread, and long-term effectiveness.

In 2023, the country's socio-economic situation continues to recover positively, each month is better than the previous month, each quarter is higher than the previous quarter; basically achieving the set general goals and many important results in all fields, Vietnam's economy is a bright spot in the not-so-bright picture of the global economy. These results continue to contribute and affirm that our country has never had the foundation, potential, position and international prestige as it does today.
The Prime Minister assessed that in 2023, the Ministry of Planning and Investment had successfully completed a large amount of work in all areas according to its functions, tasks, and powers, closely and effectively coordinating with relevant levels, sectors, agencies, units, and international partners. In particular, the Prime Minister emphasized 9 outstanding highlights.
First of all, the industry has continued the tradition, promoted the achievements through generations, constantly made efforts, tried to rise up, especially the spirit of catching up, progressing together and surpassing in innovation and entrepreneurship. "Overcoming yourself is very difficult, but you have done it and I am sure you will do even better," said the Prime Minister.
Second, perform well the role of a strategic-level advisory agency, focal agency, and macroeconomic coordination agency.
Third , the work of perfecting institutions and policy mechanisms continues to be focused on, and implementation is accelerated, especially mechanisms and policies to promote innovation and remove difficulties and obstacles.
Fourth , planning work has had a clear change in thinking and action, meeting progress and quality, with new thinking, new vision, new opportunities, bringing new values. Planning is difficult, requiring innovative thinking, strategic vision, pointing out and maximizing the potential differences, outstanding opportunities, competitive advantages, resolving difficulties and challenges of the country and localities. 2023 can be considered the year of planning, the Prime Minister assessed.
The Ministry has submitted to the National Assembly and the Government the National Master Resolution for the 2021-2030 period and the Implementation Plan. 109/111 plans have been completed, appraised and approved; actively implemented the Politburo's resolutions on the development of 6 socio-economic regions; established and promoted the role of regional coordination councils.
Fifth , the disbursement of public investment capital is a bright spot, being implemented vigorously in conjunction with removing difficulties, strengthening inspection and supervision. 26 working groups of Government members were established to inspect, work, promote production and business, public investment, infrastructure construction and import and export in localities. Thanks to that, the progress of public investment disbursement has improved significantly every month and every quarter; the disbursement rate of public investment capital in 2023 reached about 95%, higher than in 2022 (91.42%).
Sixth, actively contributing to improving the business investment environment, developing enterprises and attracting foreign investment. There were 217,700 newly registered enterprises and returning to the market, an increase of 4.5%. By the end of the year, the number of enterprises entering and returning to the market was larger than the number of enterprises withdrawing, reversing the trend compared to the beginning of the year. Many real estate enterprises and corporate bond market activities showed signs of recovery. FDI attraction reached 36.6 billion USD, an increase of 32.1% with many high-quality projects, such as projects to produce phones, electronic components, and chips; realized FDI capital reached 23.2 billion USD, the highest ever.
Seventh, innovation and creative startups have developed strongly, shaping the innovation ecosystem in Vietnam. With the spirit of self-reliance, the Ministry has inaugurated the National Innovation Center (NIC) and attracted 41 investment funds to commit to invest 1.5 billion USD in the 3 years 2023-2025.
Eighth , ministries and branches also improve their analytical, forecasting and statistical capacity, better meeting the requirements of timeliness, accuracy and quality of macroeconomic advisory and management work.

The Prime Minister noted a number of important lessons: It is necessary to strictly implement policies, guidelines, and policies according to resolutions, conclusions, and directions of the Central Committee, the Politburo, the Secretariat, the General Secretary of the National Assembly, and the Government. First , continue to make greater efforts in planning and macroeconomic coordination. Closely coordinate with ministries and branches in macroeconomic coordination.
Second , perfecting institutions, mechanisms and policies to resolutely, synchronously and effectively implement three strategic breakthroughs (institutions, infrastructure, human resources); mobilizing and effectively using resources for investment in national development, especially policies for innovation. Because resources originate from thinking, motivation originates from innovation, strength originates from the people.
Third, focus on effectively and substantially restructuring the economy in conjunction with growth model innovation, research, consulting on implementation, and promotion of new economic models and sectors, such as semiconductors, hydrogen, renewable energy, green transformation, digital transformation, circular economy, sharing economy, etc. The Prime Minister noted that it is important to do a good job of training high-quality human resources for the semiconductor industry. At the same time, he also gave a very encouraging example of the Vietnam Oil and Gas Group successfully researching the production of new materials and new fuels from CO2.

Fourth, promote national digital transformation; promote administrative procedure reform, improve the investment and business environment, increase publicity and transparency.
