On the morning of July 6, Prime Minister Pham Minh Chinh chaired the regular Government meeting for June 2024 and the Government's online conference with localities.
Keep inflation below 4.5%
In his concluding remarks, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions; assigned the Ministry of Planning and Investment and the Government Office to absorb the opinions, complete the report and draft Resolution of the meeting, and soon submit it to the Prime Minister for signing and promulgation.
The Prime Minister commended a number of localities with strong GRDP growth in the first 6 months: Bac Giang increased by 14.14%; Khanh Hoa increased by 12.73%; Thanh Hoa increased by 11.49%; Ha Nam increased by 10.35%; Hai Phong increased by 10.32%; Tra Vinh increased by 10.27%; Hai Duong increased by 10%.
In addition to the positive and basic achievements, the Prime Minister pointed out the shortcomings, limitations, difficulties and challenges. Economic growth in some localities is still low; in which, some economic locomotives with growth rates lower than the average need to make more efforts.
In the coming time, the Prime Minister pointed out that in the direction and management, it is necessary to pay attention to the third and fourth quarters of 2024, which are of special importance, in order to strive to achieve the highest level of the 2024 plan.
“The goal is to strive for GDP growth of 6.5-7% in the third quarter, then determine a suitable target in the fourth quarter,” the Prime Minister emphasized and requested to keep inflation below 4.5%.

The Prime Minister requested not to be subjective, negligent, lose vigilance, or "get drunk on victory"; to rectify discipline and administrative order; to promote the responsibility of leaders; to not allow the situation of avoiding, shirking, or fearing responsibility; and to be determined to protect cadres who dare to think and act for the common good.
Focus on removing difficulties, promoting production and business; focus on improving the investment and business environment; unblock, mobilize and effectively use all internal and external resources.
Promote decentralization and delegation of power; promote the spirit of proactiveness, positivity, innovation, creativity, daring to think and dare to do; grasp the situation and respond to policies promptly and effectively.
In all cases, it is necessary to strengthen solidarity and unity; stabilize socio-politics; consolidate national defense and security; promote foreign affairs, international integration and information and communication, and create social consensus.
Maintain stability in gold and foreign exchange markets
Specifying key groups of tasks and solutions, the Prime Minister first requested synchronous, drastic and effective implementation of the tasks and solutions set out in all fields according to the Conclusions of the Central Committee, Politburo, Key Leaders, and Resolutions of the National Assembly and Government.
Continue to prioritize promoting growth in conjunction with maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Operate a reasonable, focused, and key expansionary fiscal policy; coordinate synchronously, harmoniously, and facilitate the implementation of proactive, flexible, timely, and effective monetary policy.
Continue to regulate exchange rates and interest rates appropriately; pay attention to reducing lending interest rates and borrowing costs to support production and business; ensure adequate credit supply and increase access to credit.
Maintain stability in the foreign exchange and gold markets. Tighten financial and state budget discipline, enhance revenue management, save expenditures; promote digital transformation, use electronic invoices, and combat tax losses, especially from e-commerce. Continue to exempt, reduce, and extend the deadline for payment of taxes, fees, charges, and land use fees.

The Head of Government requested to resolutely accelerate the disbursement of public investment capital and 3 national target programs. Continue to promote the activities of 5 Working Groups of the Prime Minister and 26 Working Groups of Government members; resolutely transfer 29,900 billion VND of public investment capital that has not been allocated in detail; remove difficulties in disbursing ODA capital; strive to disburse over 95% of the assigned plan.
In addition, focus on renewing traditional growth drivers (investment, export, consumption) and strongly promoting new growth drivers; diversifying markets, products, and supply chains.
At the same time, promote the increase of economic supply, focusing on implementing solutions to develop all three sectors of industry, agriculture and services, especially industries and fields applying high technology, high added value and large-scale, high-tech projects with strong spillover to create momentum to promote growth.
Urgently issue a Plan to implement the planning. Resolutely cut and simplify administrative procedures; promote digital transformation, Project 06, build a National Data Center. Continue to thoroughly handle outstanding and prolonged issues and projects .
