Kinhtedothi - On November 28, 2024, the Standing Committee of the Hanoi Party Committee issued Directive No. 36-CT/TU on promoting mass mobilization work in planning; compensation, support and resettlement when the State acquires land in Hanoi.
The Directive also clearly states four key tasks that need to be implemented and issued with an appendix to help identify and handle violations of democracy in planning, compensation, support, and resettlement to contribute to improving the effectiveness of mass mobilization work in this field.
Contribute to promoting mastery and consensus among the people
According to the Head of the City Party Committee's Mass Mobilization Commission, Do Anh Tuan, in recent years, mass mobilization work in planning; compensation, support, and resettlement when the State reclaims land to implement socio-economic development investment projects has been well implemented by many localities and units. Thereby, it contributes to promoting the right to ownership and consensus among the people.
In particular, many key projects have been completed and put into use, such as: Vo Nguyen Giap Street, Thang Long Avenue, Terminal T2 - Noi Bai International Airport, elevated Ring Road 2 section Vinh Tuy - Nga Tu So, Cat Linh - Ha Dong railway..., creating an increasingly modern and civilized urban appearance.
One of the typical projects that can be mentioned is the Investment Project to build Ring Road 4 - Hanoi Capital Region. With the active participation of Party committees, authorities and the mass mobilization system, the land acquisition work for the project has achieved positive results so far. In Hanoi, the city has approved and recovered 786.2/798.65 hectares of land (reaching 98.44%). In the remaining 12.45 hectares that have not completed land acquisition, there are 2.93 hectares of agricultural land, other land and 9.52 hectares of residential land.
The city has reclaimed additional land of 5.73/9.96ha, 34/36 high-voltage pole foundation locations; moved 10,281/10,347 graves (reaching 99.36%). The Traffic Project Management Board has received 776.82/786.2ha of land (equivalent to 48.35km/52.73km and reaching 91.7%). To date, Hanoi has basically completed resettlement areas and arranged resettlement for 337/818 households. Hanoi strives to complete site clearance and hand over the entire area before December 31, 2024.
The consensus and agreement of the People in handing over land to the State and moving to a new place of residence has shown the active participation of the system of cadres doing mass mobilization work in the city. The achieved results have affirmed the role and tasks of the cadres doing mass mobilization work in mobilizing and propagating to the People, contributing to speeding up the progress of site clearance to serve key projects in the city, ensuring the right progress and quality.
The Head of the City Party Committee's Mass Mobilization Committee said that in recent times, although the mass mobilization work serving land acquisition and clearance at major projects in the city has had many achievements, in the process of implementing mass mobilization work right from the initial planning stage until the implementation of compensation, support and resettlement when the State reclaims land, there are still some localities and units that have had shortcomings that have caused resentment among the people. The situation of prolonged complaints and denunciations, which have gone beyond the level of authority, has not been thoroughly resolved, affecting the progress of many projects in the area, causing a waste of resources for development...
The Standing Committee of the Hanoi Party Committee determined that the main reason is that in some places, Party committees and authorities have not fully understood the meaning and importance of mass mobilization work in planning and implementing compensation, support and resettlement when the State reclaims land to implement socio-economic development investment projects; the implementation process still lacks appropriate solutions and has not yet mobilized organizations in the political system to participate synchronously.
Meanwhile, in the coming time, the Law on the Capital City 2024 will officially take effect; the Capital City Planning for the period 2021-2030, with a vision to 2050; the Project to Adjust the Master Plan of the Hanoi Capital City to 2045, with a vision to 2065 approved by the Prime Minister will create great momentum to promote projects that have been, are being and will be implemented to be completed and put into use soon, contributing to fundamentally changing the appearance of the Capital, creating momentum for strong socio-economic development, improving people's lives. This reality requires the work of mass mobilization in site clearance and site clearance to serve large projects to be determined, creative and flexible, applying the law to successfully complete assigned tasks.
From this reality, the Standing Committee of the Hanoi Party Committee issued Directive No. 36-CT/TU on promoting mass mobilization work in planning; compensation, support and resettlement when the State reclaims land to improve the effectiveness of mass mobilization work, meeting the requirements in the new development stage of the Capital.
4 key tasks
Sharing about the 4 key tasks stated in Directive No. 36-CT/TU, Head of the City Party Committee's Mass Mobilization Commission Do Anh Tuan said that, first of all, it will promote propaganda, dissemination, training and effective implementation of documents of the Central and City on mass mobilization work. Implementing democracy at the grassroots level is associated with policies, meanings, importance, rights and responsibilities of agencies, organizations and individuals in participating in giving opinions on planning and appraisal, supervising the implementation of planning, compensation, support and resettlement when the State recovers land, the implementation of urban development in the direction of public transport (TOD); related laws. Thereby, contributing to creating a strong change in the awareness and actions of localities, units, cadres, civil servants, public employees, workers and people, meeting the requirements and tasks in the new situation.
Along with that, the leadership, direction, inspection and supervision role of Party committees and authorities at all levels will be strengthened. Strengthening the work of PCTNTC; promoting effective coordination between State agencies with the Vietnam Fatherland Front Committee, socio-political organizations at all levels in providing relevant information and carrying out mass mobilization work for planning and implementation; compensation, support and resettlement when the State reclaims land; thoroughly resolving complaints and denunciations right at the place of origin, limiting the situation of prolonged complaints and denunciations, going beyond the level, not allowing "hot spots" to arise.
In addition, continue to widely promote the emulation movement "Skillful mass mobilization". Replicating, praising and rewarding typical models in mobilizing people to participate in giving opinions on building and implementing planning, and agreeing to hand over land to implement investment projects for socio-economic development.
In addition, State agencies and authorities at all levels will continue to pay attention to the work of receiving citizens, dialogue with the people and resolving petitions, recommendations, complaints and denunciations. Strengthen the organization, improve the quality and efficiency of the apparatus for planning and site clearance. Continue to direct the effective implementation of the construction and implementation of grassroots democracy regulations in planning, compensation, support and resettlement when the State reclaims land.
The Vietnam Fatherland Front Committee and socio-political organizations at all levels shall perform their representative role well, ensuring the legitimate and legal rights and interests of union members, association members and the People. Organize appropriate forms for people to participate in giving opinions in the establishment and implementation of planning. Mobilize people to proactively hand over land when the State acquires land to implement socio-economic development investment projects. Organize supervision of the publicity of planning activities, compensation, support and resettlement when the State acquires land according to current regulations.
In addition to the four key tasks, Head of the City Party Committee's Mass Mobilization Commission Do Anh Tuan said that Directive No. 36-CT/TU was also issued with an appendix clearly indicating the signs of identifying some violations of democracy in planning work; compensation, support and resettlement when the State acquires land. Accordingly, the group of identified signs includes 11 signs of violating democracy in planning work and 7 signs of violating democracy in compensation, support and resettlement when the State acquires land.
The appendix also specifies the handling of violations of democracy in planning, compensation, support and resettlement when the State acquires land in accordance with current laws such as the Law on Grassroots Democracy, the Law on Urban Planning, the Land Law and related laws. The heads of Party committees, heads of agencies and units are responsible for identifying violations of democracy in planning, compensation, support and resettlement when the State acquires land based on the manifestations to specify them appropriately for each agency and unit.
