Kinhtedothi - On the afternoon of December 27, the Hanoi Party Committee held a conference to review mass mobilization work, the Steering Committee for religious work, the Steering Committee for building and implementing grassroots democracy regulations in 2024, deploy key tasks in 2025 and Directive No. 36-CT/TU dated November 28, 2024 of the City Party Committee.
Attending the conference, on the Central side, there was Central Party Committee member, Permanent Deputy Head of the Central Mass Mobilization Commission Pham Tat Thang.
Delegates from Hanoi City included Standing Deputy Secretary of the City Party Committee Nguyen Van Phong; also attending were members of the Standing Committee of the City Party Committee: Chairwoman of the Vietnam Fatherland Front Committee of the City Nguyen Lan Huong; Head of the Organization Committee of the City Party Committee Vu Duc Bao; Head of the Inspection Committee of the City Party Committee Hoang Trong Quyet; Head of the Propaganda Committee of the City Party Committee Nguyen Doan Toan; Head of the Mass Mobilization Committee of the City Party Committee Do Anh Tuan; Standing Vice Chairwoman of the City People's Council Phung Thi Hong Ha.
The whole city registered to deploy 24,254 skillful mass mobilization models.
Reporting at the Conference, Deputy Head of the Standing Committee of the City Party Committee for Mass Mobilization Vu Ha said that in 2024, the Hanoi Party Committee focused on directing Party committees at all levels, authorities, the Vietnam Fatherland Front, and socio-political organizations from the city to the grassroots to effectively implement the leadership and direction documents of the Central Committee and the City Party Committee on mass mobilization work and the emulation movement "Skilled mass mobilization". Strengthen and innovate the Party's mass mobilization work in the direction of being close to the grassroots, enhancing dialogue, mobilization, persuasion, and limiting administrative measures in resolving incidents arising among the people. The activities of the city's mass mobilization system are basically synchronous and effective. In general, the prestige, position, and role of mass mobilization work and mass mobilization cadres continue to be enhanced.
Along with that, the Law on implementing democracy at the grassroots level has been seriously and systematically implemented. The development and implementation of grassroots democracy have been directed strongly, contributing to enhancing the responsibility of cadres, civil servants and public employees in performing public duties, contributing to the fight against moral and lifestyle degradation; preventing corruption and negativity; creating close ties between the Party, the government and the people. The mass mobilization work of the capital's armed forces has been strengthened.
The government's mass mobilization work has achieved many important results; receiving citizens, handling petitions, complaints, denunciations, legitimate and legal recommendations and proposals of the people, pressing people's issues, issues of concern and reflection by the press and public opinion have been implemented with attention. Discipline, administrative discipline, awareness of cadres and civil servants about the responsibility to serve the people, respect the people, and listen to the people's opinions have changed positively. Religious and ethnic work has been focused on and implemented effectively. The religious situation is stable, with no "hot spots" occurring in the city. The emulation movement "Skillful mass mobilization" continues to be widely deployed, associated with the political tasks of the city and localities and units.
The City Party Committee's Mass Mobilization Committee, the mass mobilization committees of districts, towns and cities regularly monitor the situation, advise the Party Committee on leadership, direction and coordination in propaganda and mobilization of cadres, party members, union members, association members and people to implement key projects of the city such as: Ring Road 4 Project - Capital Region, Ring Road 1 Project (Hanoi)...
Notably, the City Party Committee's Mass Mobilization Committee successfully organized the 2024 City-level "Skilled Mass Mobilization" Competition and activities to celebrate the 94th anniversary of the Party's Mass Mobilization Tradition Day. Considered and organized the installation of signs for hundreds of "Skilled Mass Mobilization" projects, of which the City Party Committee's Mass Mobilization Committee recognized and organized the installation of signs for 16 projects.
In 2024, the total number of "Smart Mass Mobilization" models from the grassroots to the city level will be registered to deploy 24,254 models (1.8 times more than in 2023). Of which, the city level will have 750 models (500 collective models, 250 individual models). The grassroots level will have 17,872 models (7,216 collective models, 10,656 individual models).
The organization and staff of the Vietnam Fatherland Front, socio-political organizations, and mass organizations have been consolidated and improved, and their activities have become increasingly systematic and in-depth; the role of more than 5,000 mass mobilization groups in villages and residential groups has been promoted in propaganda and mobilization; people's legitimate aspirations and aspirations have been grasped, propaganda and mobilization of all classes of people to well implement the Party's guidelines and policies, and the State's laws and policies have been strengthened...
Speaking at the conference, Deputy Head of the Central Committee for Mass Mobilization Pham Tat Thang emphasized that in 2024, the mass mobilization work of the Hanoi Party Committee will continue to be a "bright spot" in the mass mobilization work of the whole country.
To achieve that result, in addition to the Hanoi Party Committee's Mass Mobilization Commission being proactive, dynamic, and active in advising and proposing to the Standing Committee of the Party Committee to lead and direct innovation and improve the quality of mass mobilization work in a specific direction; promoting the implementation of grassroots democracy regulations; promptly issuing guiding documents, organizing and implementing mass mobilization work in a practical and effective direction.
Regarding the tasks in the coming time, the Deputy Head of the Standing Committee of the Central Committee for Mass Mobilization proposed that the Hanoi Party Committee and Party committees at all levels continue to carry out mass mobilization work in implementing the guiding ideology and some major orientations of the Party and General Secretary To Lam on the new era, the era of national development; continue to innovate the content and methods, improve the quality and effectiveness of mass mobilization work of the political system in a practical direction, closely linked to people's lives. Focus on doing better mass mobilization work in land acquisition and clearance
Concluding the conference, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong emphasized that in 2024, overcoming difficulties, challenges and negative impacts of the economic, political and conflict situations in the world as well as natural disasters, epidemics, climate change, especially super typhoon No. 3 (Yagi), the city will still strive to achieve many comprehensive results in the socio-economic fields.
Accordingly, the city achieved and exceeded 23/24 planned targets. The capital's economy maintained higher growth than the same period, expected to reach about 6.52% (same period in 2023 reached 6.27%); GRDP scale is about 58 billion USD. The city's state budget revenue exceeded 500,000 billion VND for the first time. All aspects of Party building and building the city's political system continued to be maintained in order. Caring for people's lives achieved positive results and many localities not only had no poor households but also no near-poor households. People were placed at the center and were the subjects of all policies and strategies...
The Standing Deputy Secretary of the City Party Committee assessed that to achieve these results, the City has made efforts with many solutions to remove difficulties for businesses, promote digital transformation..., in addition to the efforts of the City's political system and the team of cadres doing mass mobilization work to get the People to participate with the City responsibly and voluntarily through mass mobilization work and other works...
Regarding the tasks in the coming time, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong requested that Party committees at all levels and the city's political system focus on effectively implementing and stabilizing the situation of the merger between the People's Affairs Committee and the Propaganda Department from the city to districts and towns and not causing disruption after the reorganization. At the same time, continue to do a good job of propaganda and mobilization so that cadres and party members in places where the merger or the end of operations is carried out are clear in ideology and unified in viewpoints for the revolution of streamlining the apparatus; propagate and mobilize the society to agree with this policy of the Central Committee.
Besides, closely following reality and the basis to listen to and seek opinions from all walks of life in contributing to the drafting of Party Congress documents at all levels, so that the wishes, aspirations, will and determination of the people are reflected in the documents, not just those of the Party organization alone.
Emphasizing that in 2025, the City will continue to improve the investment environment, remove bottlenecks to promote production and business development, including promoting slow-moving projects, the Standing Deputy Secretary of the City Party Committee said that to do this, the site clearance work is extremely heavy, in which the role of mass mobilization and propaganda is important to create consensus among the people. From there, the Standing Deputy Secretary of the City Party Committee requested that districts, towns and agencies of the City focus on doing better mass mobilization work in site clearance; promote and spread the models of "skillful mass mobilization". At the same time, continue to well implement the democratic regulations at the department and the Law on implementing grassroots democracy to ensure that projects are implemented in accordance with the law, speed up progress but also ensure publicity, transparency and legitimate rights of the people.
Referring to the issue that the Party Central Committee Secretariat has issued a Project on digital transformation in the Party and the political system, and General Secretary To Lam, on behalf of the Politburo, issued Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, the Standing Deputy Secretary of the City Party Committee suggested that all levels and sectors in the whole city must identify digital transformation in all their activities as a key task, in which the system of Party agencies of the city is exemplary in implementing this issue.
According to Standing Deputy Secretary of the City Party Committee Nguyen Van Phong, to achieve the results of the mass mobilization work of the Capital in the past time, there was very important direction, guidance and support from the Central Mass Mobilization Committee.
