Ensuring network security during National Day holidays

During the National Day holiday on September 2, to ensure network information security and avoid being caught off guard by unexpected situations, the Ministry of Information and Communications has instructed agencies, organizations, and businesses to implement specific measures.

According to the Ministry of Information and Communications, the time of the 79th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2024) is a time when hostile, reactionary forces and hackers can take advantage to increase cyber attacks. In particular, recently, a number of information systems of agencies, organizations and enterprises in Vietnam have been seriously damaged by cyber attacks.

In that context, in order to avoid being passive and surprised in any situation, the Ministry of Information and Communications recommends that ministries, branches, localities, press agencies, corporations, state-owned enterprises, banks, financial institutions, and telecommunications and Internet service providers strengthen the implementation of activities to ensure information security.

Specifically, units must prioritize resources for direct monitoring, ensuring 24/7 network information security, assigning personnel to regularly and continuously monitor information security monitoring systems and centralized malware prevention. The purpose is to ensure early detection of interface change attack risks, timely handling and troubleshooting of network attacks.

Along with reviewing and fully updating security patches for information systems under their management, agencies, organizations and businesses in Vietnam are also required to proactively hunt for threats and remove malware for all servers and workstations in the information system. At the same time, develop emergency response plans and solutions to be ready to deploy solutions to respond to and handle cyber attacks.

Notably, in the face of the increasing trend of data encryption attacks - ransomware, the Ministry of Information and Communications also recommends that interested agencies and units implement 2 basic measures to prevent and respond to this type of cyber attack, including: Backing up data according to the "3-2-1" principle, having at least 3 copies of data, storing copies on 2 different storage media, with 1 offline backup copy; Having a plan to be ready to quickly restore information system operations when problems occur, bringing information system operations back to normal within 24 hours or according to business requirements.

For enterprises providing telecommunications and Internet services and organizations and enterprises providing digital transformation platforms, the Ministry of Information and Communications directs to increase resources to monitor, support and troubleshoot incidents to ensure safe and smooth telecommunications and Internet infrastructure.

At the same time, deploy technical measures at the highest level to detect, filter, and prevent cyber attacks, the dissemination of malicious information, and information that violates the law on information systems and network infrastructure under management.

Telecommunications and Internet businesses and digital transformation platform providers are also required to strengthen monitoring, updating, and handling user feedback and complaints about spam messages and spam calls, especially scam messages and scam calls shared from the technical system operated by the Department of Information Security.
