(CLO) The Ministry of Information and Communications is seeking comments from domestic and foreign agencies, organizations, and individuals on the draft Law on Press (amended). Notably, “content channels of press agencies on cyberspace and press activities on cyberspace” are considered a new point included in the draft.
According to this draft, in the content of "Press products", in addition to publications and supplements of printed newspapers; complete content of electronic newspapers; news bulletins; radio channels, television channels; specialized pages of electronic newspapers, the draft also states that press products also include "content channels of press agencies on cyberspace" .

In addition, in Articles 30 and 31 of the draft Press Law (amended), a separate article on “Press activities in cyberspace” has been included. It clearly states:
1. Activities of press agencies in cyberspace must comply with the provisions of law on press, provisions of law on cyber security, provisions on the principles and purposes of press agencies and be consistent with international treaties to which the Socialist Republic of Vietnam is a member.
2. The State invests in digital tools to monitor press activities in cyberspace to serve press management; promotes the formation and development of national digital platforms for the press.
3. In addition to posting press content, the digital press platform also integrates online service activities in accordance with the provisions of law.
4. General information websites and social networks that use news/articles from press agencies must have an agreement with the press agency. The establishment of general information websites and the provision of social network services by agencies, organizations and enterprises shall comply with Government regulations.
5. The Government shall detail Clause 2 of this Article.
Article 31. Responsibilities of press agencies when conducting press activities in cyberspace
1. Press agencies are responsible for content and copyright when posting and broadcasting information on cyberspace.
2. Information posted by press agencies on cyberspace must be posted and broadcast on the official system of the press agency, with content edited to suit cyberspace.
3. Press agencies shall register/notify and connect the system with the state press management agency when opening content channels on cyberspace.
4. Press agencies must connect online with the system of the state press management agency to measure information trends in cyberspace according to Government regulations.
