On the morning of February 28, the Standing Committee of Hai Duong Provincial Party Committee held a conference to deploy the emulation movement to build clean and strong grassroots party organizations in 2025.
Comrades: Tran Duc Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation attended the conference.
Also attending were representatives of the Party building committees, the Central Party Office; members of the Provincial Party Standing Committee; leaders of the People's Council, People's Committee, Fatherland Front Committee of the province, socio-political organizations of the province and leaders of the District Party Committees, City Party Committees, Town Party Committees, and Party Committees directly under the Provincial Party Committee.
Speaking at the conclusion of the conference, Provincial Party Secretary Tran Duc Thang commended and acknowledged the efforts and achievements of collectives and individuals in the emulation movement in 2024.
With a spirit of solidarity, unity and high determination, Party committees and authorities at all levels have led and directed the implementation of the Party's political goals and tasks, achieving comprehensive and outstanding results. In 2024, Hai Duong achieved and exceeded 13/15 key socio-economic development targets.
Along with economic development, Hai Duong has paid special attention to social security work, issuing many new policies that have been put into practice. The material and spiritual life of the people has been constantly improved.
Up to now, Hai Duong has basically completed the arrangement and streamlining of the organizational apparatus in the entire provincial political system to operate under the new model from March 1, 2025.
The Provincial Party Secretary emphasized that 2025 is the year of "acceleration, breakthrough, and reaching the finish line", which is of special significance in successfully carrying out the tasks of the entire term; streamlining the organizational apparatus, organizing Party Congresses at all levels towards the 14th National Party Congress. This is also the year the country prepares to enter a new era - the era of national development.
Party committees, authorities, agencies and units need to be more active and proactive in doing a good job of political and ideological propaganda and education; organizing and launching emulation movements in 2025 associated with local socio-economic development goals and tasks.
Implement the plan from the beginning of the year, assign specific targets and tasks to each collective and individual as a basis for summarizing, evaluating and reviewing the implementation of tasks. Focus on emulation and strive to complete the target of achieving an economic growth rate of 12% in 2025 as planned. Continue to strive to complete and exceed the socio-economic targets set out in the Resolution of the 17th Provincial Party Congress.
Strengthening the work of Party building and rectification, associated with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle and the fight against corruption, negativity and waste.
Party committees and organizations at all levels should focus on improving the quality of the movement to organize clean and strong grassroots party organizations. Promote the core leadership role of grassroots party organizations in the process of deploying and implementing tasks, especially with the current policy of restructuring the organizational apparatus. Strengthen party organizations at the commune level to be strong enough to be able to solve problems occurring at the grassroots level.
The Provincial Party Secretary suggested that special attention should be paid to innovation and improving the quality of Party activities. Continue to take care of building and training to improve the quality of cadres to meet the requirements of tasks in the new situation. Focus on preparing personnel for Party Congresses at all levels. Have innovative methods and approaches in selecting and arranging cadres to find talented people and retain talented people to contribute to the development of the province.
It is necessary to base on the results of emulation and evaluation of cadres to review the planning of leaders and managers at all levels to ensure the selection of cadres with sufficient qualities, capacity and high prestige. Resolutely carry out the dismissal and termination of cadres and civil servants who do not fulfill their duties, especially leaders and managers who show signs of degradation, negativity, and violations of the law...
At the conference, many delegates expressed their agreement and high consensus with the report on the results of reviewing, evaluating, classifying the quality, and rewarding party organizations, party members, and collectives and individuals of leaders and managers at all levels in 2024. At the same time, they clarified some of the results achieved and shared the experiences of the Party Committee in leading and directing the emulation movement to build clean and strong grassroots party organizations.
In 2024, the Provincial Party Committee had 132/638 grassroots party organizations that excellently completed their tasks; 600/638 grassroots party organizations that well completed their tasks; 10 grassroots party organizations that failed to complete their tasks.
On this occasion, the Provincial Party Standing Committee awarded certificates of merit to 5 grassroots Party Committees with outstanding achievements in completing their tasks in 2024, including the Party Committees of Chi Linh, Nam Sach, Kim Thanh, Provincial Police and Provincial Military.
The Provincial Party Standing Committee awarded emulation flags to 6 grassroots party organizations with excellent achievements in completing their tasks for 5 consecutive years (2024 - 2025), including: Hai Duong State Treasury Party Committee, Provincial Social Insurance Party Committee, Chi Linh City People's Party Committee, Chi Linh City Military Party Committee, Duy Tan Ward Party Committee (Kinh Mon) and Gia Loc District Government Bloc Party Committee.
