Hanoi police advise people to prevent fire and explosion during Tet

On January 30, Hanoi City Police said that in January 2024 alone, there were 194 fires and fire incidents in the capital, of which the number of fires was concentrated in individual houses, and houses combined with production and business still accounted for a high proportion.

Notes on fire prevention and fighting

According to Hanoi Police, to ensure fire safety before and during the 2024 Lunar New Year, Hanoi Police recommends a number of contents.

For production and business establishments, the head needs to organize propaganda, remind officers, employees and workers to strictly comply with fire prevention and fighting regulations; strengthen self-inspection work, promptly correct shortcomings that may cause fires and explosions.

Arrange raw materials and goods away from fire and heat sources; ensure conditions for on-site fire fighting forces to operate effectively; organize shifts during production and outside of working hours to promptly detect and extinguish fires as soon as they arise, to prevent large fires from occurring and causing serious damage.

For residential areas, the People's Committees of districts, towns, communes, wards and townships need to build and maintain the activities of civil defense forces and models of "Fire Prevention and Fighting Safety Inter-family Teams", "Public Fire Fighting Points"; develop fire fighting plans and organize civil defense teams to practice handling simulated fire situations close to reality; effectively promote the motto "four on-site".

For households, it is necessary to have solutions to prevent fire from spreading along the stairs inside the house to other functional areas; regularly check the electrical system, electrical equipment, cooking stoves, and places of worship to promptly fix fire risks; turn off the fire source and disconnect electrical equipment when not in use.

Be careful when burning incense and votive paper. It is recommended that households and businesses combine production and business to install automatic fire alarm systems to promptly report fires and warn people to escape right from the beginning when a fire breaks out.

For each citizen, it is necessary to promote the sense of responsibility in fire prevention and fighting and search and rescue work, equip themselves with knowledge and skills in fire prevention and fighting and search and rescue through propaganda sessions, training courses, propaganda documents, recommendations; strictly implement regulations and rules on fire prevention and fighting and search and rescue safety.

"When a fire is detected, quickly alert everyone around; turn off the power; and at the same time report the fire to the Fire Police and Rescue Force at 114 and actively participate in fire fighting, rescuing people and property," Hanoi Police recommended.

"Going from house to house" to mobilize people to cut iron cages and open escape routes

Speaking to Dan Tri reporter, representative of Fire Prevention and Rescue Police Team of Hoan Kiem District Police (Hanoi) said that in recent days, many people in the Old Quarter have proactively dismantled "tiger cages" and opened safe escape routes for fire prevention and fighting.

According to the representative, most of the houses with iron cages welded outside the balconies in 6 old apartment buildings in Chuong Duong ward have been dismantled to create a third escape route in case of fire or explosion.

Hoan Kiem District Police also pointed out the difficulty in fighting fires in the old quarter and old streets because the houses are built in a tube shape, have small and narrow areas, many households live together in some houses, interspersed between collective housing areas and small business kiosks. The houses are built without ensuring safe distances for fire prevention and fighting, without backup escape routes, and without solutions to prevent fire spread and smoke accumulation.

In addition, in these houses, production, business, accommodation and living conditions are cramped, and cooking and worshiping areas do not ensure safe distances for fire prevention and fighting.

"To ensure security and protect property, homeowners often arrange many layers of sturdy security doors, install and reinforce anti-theft iron cages, and install advertising boards to cover the balcony and front of the house," said a representative of the Fire Prevention and Rescue Police Team of Hoan Kiem District Police.

Faced with that situation, Hoan Kiem District Police, Chuong Duong Ward Police and the Ward People's Committee have deployed the models of "Fire safety households following the four-on-the-spot motto"; "Fire safety inter-family groups"; "Fire safety apartment buildings and collective houses".

In particular, focus on mobilizing households to open escape routes at iron bars blocking windows, iron cages, and "tiger cages" in many forms.

After being propagated and mobilized, many households in the area have actively and proactively removed iron cages to open fire escapes.

In addition to mobilizing households to dismantle "tiger cages", the Fire Police Team, Hoan Kiem District Police also distributed leaflets to propagate and warn people about fire prevention methods during the Tet holiday.

"From January 17 to January 22, at the People's Committee of Chuong Duong Ward, the authorities asked people to disassemble and open more than 150 iron cages and tiger cages. In the following days, the authorities will continue to support people in opening the escape doors," the representative of the Fire Police Team, Hoan Kiem District Police added.

On January 15, at a house and business complex at 4 Hang Luoc, Hang Ma ward, Hoan Kiem district, 5 people were injured and died.

Previously, in 2023, the city also had 3 consecutive fires causing serious human losses in this type of building.
