What role do green transportation and green vehicles play in the modern development trend of urban areas in general and Hanoi in particular, Madam?

- Hanoi is a large city, on the path of strong development. The opportunities and achievements of the city are huge, but the challenges are also not small. One of the most urgent issues is to reduce traffic congestion and environmental pollution.

Transportation is the lifeblood of the economy, so green transportation and green vehicles play a very important role, supporting a healthy economy and a civilized, modern city. The "green revolution" of transportation is also a common trend of the whole world.

In your opinion, what progress has Hanoi made in the "green revolution" of transportation?

- Over the past years, Hanoi has made great efforts and achieved many important steps in developing green transportation. Among them, there are two main achievements that I see most clearly and prominently.

Firstly, the city has built two urban railway lines, initially laying the foundation for a truly modern, civilized and green public transport system. As soon as the urban railway was put into operation, the awareness of the people as well as the state management level about green transport changed strongly and positively. From that change, the urban development strategy and policy also had extremely important turning points, bringing long-term effectiveness.

Secondly, public transport with urban railways as the main mode has created fundamental changes in people's travel habits. Dependence on personal vehicles has initially transformed into trust in public transport. This is an important basis for the city to continue its plan to reduce personal vehicles, in order to reduce traffic congestion and environmental pollution. These are extremely important conditions, creating momentum for Hanoi to develop a sustainable urban area.

So how should Hanoi continue its "green revolution" in transportation?

- I want to emphasize that, with the current conditions, Hanoi has been doing very well in the transition to green transportation. The "green revolution" of transportation is a very big goal, in which the main goal is to switch to green vehicles, but it requires a long-term roadmap and more careful preparation.

However, it is necessary to clearly recognize that electric trains, electric buses, and public electric bicycles currently account for a very small proportion of the total number of vehicles in the city. Not only building an environmentally friendly public transport network, the city also needs to green both personal vehicles and commercial transport vehicles, etc.; along with that is an effort to reduce personal vehicles.

Currently, Hanoi has dozens of freight and passenger transport vehicles, the vast majority of which still use fossil fuels, causing environmental pollution. With high operating frequency, this is the group that poses the most obvious risk to Hanoi. Therefore, I think that, after public transport vehicles, commercial transport vehicles should be the priority group to switch to green vehicles. In parallel with the greening of public transport vehicles and commercial transport vehicles, the city also needs to gradually replace personal vehicles using gasoline with electric vehicles.

Those are very big and difficult goals, aren't they, madam?

- That's right, greening nearly ten million vehicles and changing people's habits and tastes is extremely difficult. It can be said that Hanoi's green transport revolution roadmap is full of challenges. But I think that the current time is a great opportunity for the capital to achieve that goal.

The challenge is that we lack clear mechanisms, policies, legal bases as well as measures to encourage people to switch to green vehicles. On the other hand, the technical infrastructure for electric vehicles and vehicles using clean fuel is still too lacking, not meeting people's needs, creating a general fear.

On the contrary, Hanoi has a very clear opportunity, because the most important thing is the political will of state management levels from the Government to the locality, the desire of the people have all been directed towards the green revolution in transportation. Electric trains, electric buses, cars, electric motorbikes... are all being warmly welcomed, and conditions are being created for development and dissemination. That change in thinking and political determination is the most important lever for the green revolution in transportation to break through.

What solutions are needed to green Hanoi's transportation?

- I think there are 4 main groups of solutions needed to develop green transport and green vehicles. The first and most important of all is the group of policy solutions. In short, the Government and the City government need to have policies to "tighten" motor vehicles using gasoline and oil, while "pushing" electric vehicles and vehicles using clean fuel. The State does not ban, but sets higher and stricter requirements for gasoline and oil vehicles. Meanwhile, policies are implemented to encourage the popularization of green vehicles and limit private vehicles.

The second is the group of technical infrastructure solutions. There needs to be a specific plan for a suitable power grid, adapted to the goal of popularizing electric vehicles. In addition, it is necessary to expand charging stations, preferably at a 1:1 ratio with gas and oil stations. Wherever there is a gas and oil sales point, there must be at least one electric charging station for cars and motorbikes. In addition, car manufacturers need to research and improve technology to make refueling for electric vehicles simpler and easier. How can each individual and family charge their own vehicle, or easily find a charging station like finding a gas station? That is a very important condition for electric vehicles to spread in social life.

The third is the financial solution. The city can provide financial support or reduce taxes and fees for people when they switch from gasoline and diesel to electric vehicles. Or offer preferential parking and road tolls for electric vehicles over gasoline and diesel vehicles.

Fourth, it is necessary to effectively propagate to raise people's awareness and consciousness in limiting the use of personal vehicles and switching to green vehicles to reduce traffic congestion and environmental pollution.

The top priority is to promote the use of public transport as the main means of transport for people. In areas where personal vehicles are still needed, people should first choose clean fuel vehicles. Promotion is a very important tool to change awareness and gain support from people, thereby effectively promoting the green transport revolution.

How do you predict the greening of Hanoi's transportation in the future?

- I have high expectations, but I think we cannot expect Hanoi's "green revolution" in transportation to complete its major goals soon. We must remember that the city is still facing many difficulties and needs resources for many social areas, not just transportation. Hopefully, in the next 10-20 years, the capital will be covered in green by the public transport system and a small number of private vehicles using clean fuel.
