On the afternoon of March 10, the Hanoi Police Investigation Agency announced that it had just detained Tran Manh Cuong (born in 1993, residing in Son La), the driver of the limousine that threw a motorbike taxi driver onto the hood, traveling more than 1 km on Thang Long Avenue.

According to the investigation agency, at around 7:30 a.m. on March 8, Tran Manh Cuong was driving car with license plate 26B-013.XX on Pham Hung Street, from Mai Dich to Khuat Duy Tien. When turning onto Thang Long Avenue, Cuong's car collided with the motorbike driven by Mr. TTH (born in 1973, residing in Hanoi).

After the collision, the rear of Mr. H's motorbike broke and fell onto the road. Cuong got off the motorbike to talk to Mr. H about the incident, and an argument broke out over compensation for the damaged motorbike.

Mr. H. requested compensation of 700,000 VND, but Cuong did not agree, only offering partial support. Mr. H. did not accept, so he requested to call the authorities to resolve the matter.

While waiting, Cuong got into the car. Seeing that, Mr. H. lay down horizontally under the front of the car with the intention of not letting Cuong go.

Seeing Cuong driving the car backwards, Mr. H. immediately stood up and moved closer to the front of the car. The more the car moved backwards, the more Mr. H. moved forward. At this point, Cuong could not control himself and drove the car forward; seeing this, Mr. H. used both hands to hold onto the windshield wipers and swung in front of the car.

Driver Cuong drove the car carrying Mr. H. on the hood for more than 1km, passed the Me Tri overpass to alley 8, the Thang Long Boulevard access road, then pulled over to the side of the road and stopped. Here, Mr. H. jumped off the front of the car and went into alley 8, while Cuong continued on to Son La.

The Investigation Police Agency assessed that Tran Manh Cuong's driving, causing Mr. H. to cling to the windshield wipers and the hood of the car while traveling more than 1km on the Thang Long Boulevard service road, showed disregard for the law and endangered the lives and health of others, making it unsafe for traffic participants.

The Investigation Police Agency continues to consolidate documents and handle them according to the provisions of law.
