Transferring files to the police to investigate 2 illegal cosmetic clinics in Ho Chi Minh City that caused complications for customers

On the morning of October 25, the Ho Chi Minh City Department of Health reported on two illegal cosmetic establishments in District 1 and Thu Duc that caused complications for customers. The Ho Chi Minh City Department of Health transferred the case to the city police for investigation and strict handling according to the law.

The first case occurred at Kim An Cosmetic Hospital Co., Ltd. (148C Tran Quang Khai, District 1, Ho Chi Minh City). Accordingly, on the morning of October 23, the Department of Health received information from the 115 Emergency Center about a patient suspected of anaphylactic shock after liposuction here.

Earlier, on the night of October 22, Tan Dinh Ward Police received a report of a customer suffering a stroke after liposuction and detained the individuals involved for investigation. The patient was transferred to Gia Dinh People's Hospital for emergency treatment.

Kim An Company, established on July 10, 2024, has not been granted a medical practice license. On the afternoon of October 22, the patient was received by BTL staff (without a medical degree) and advised to undergo liposuction surgery for 30 million VND. The tests were performed by unqualified staff. The surgery was performed by Mr. D. from 6:00 p.m. to 8:30 p.m. After that, the patient showed unusual symptoms and the family reported it to the police.

The inspection team requested a business license, but Mr. LNKN, the director, could not produce valid documents. The company has submitted an application for a license but is awaiting approval.

The District 1 Health Department issued a violation report to the company for operating without a license and suspended the facility for 18 months. BTL and LTTN employees were fined for practicing without a certificate. District 1 Police collected evidence and worked with related individuals.

In addition, this facility is also related to FA+ Beauty Salon, which was suspended 18 months ago but has not paid the fine. The Department of Health requested individuals related to liposuction surgery to appear to clarify the violation.

The second case was recorded through a quick report from Thu Duc Regional General Hospital, related to a cosmetic surgery that took place on October 21 at MIN Beauty Academy , located at 50C, Street 385, Tang Nhon Phu A Ward, Thu Duc City.

Through a quick check of information on the application "Look up information on medical and pharmaceutical practice in Ho Chi Minh City", the Department of Health determined that this facility has not been licensed to operate medical examination and treatment (illegal operation).

Immediately afterwards, the Health Department Inspectorate coordinated with the Thu Duc City Health Department, the Ward People's Committee and the Tang Nhon Phu A Ward Police to conduct an inspection. At the time of the inspection, the facility was closed, no one was inside, the sign had been removed, only the "MIN beauty" sign remained inside the locked door.

Through information review, this facility has been granted a Business Household Certificate with the name Min Beauty Academy, business code: 41Y8000358, issued by the Department of Economics - Planning and Investment - Thu Duc City People's Committee to Ms. D.TTH. The registered business line is "Hair cutting, hairdressing, shampooing, Sauna services and similar health enhancement services (except sports activities)".

The patient said he learned about this facility through the Facebook page of MIN Beauty Academy, which was introduced by an acquaintance. On October 21, about 3 hours before being admitted to the hospital, the patient went to the facility to have a rhinoplasty surgery performed by Ms. DTTH.

After the anesthesia injection and surgery, the patient had difficulty breathing and was taken to Le Van Viet Hospital for emergency treatment, then transferred to Thu Duc Regional General Hospital. Although the Department of Health Inspectorate invited Ms. D.TTH to work, she did not appear as scheduled, showing signs of avoiding state management agencies.
