Unlike public schools, most private schools charge high tuition fees, with some schools charging up to several million dong per month.
At the end of February, the Politburo decided to exempt all tuition fees for students from kindergarten to high school nationwide. The implementation date is from the beginning of the new school year 2025 - 2026 (September 2025).
Immediately after this information was announced, many parents asked whether private school students are entitled to similar policies and if so, what are the regulations?

Private school tuition policy
Students of private schools from September 2025 will be compensated for tuition fees equal to the tuition fees of public schools according to the provisions of law; the difference in tuition fees between public and private schools will be paid by the student's family.
For example, the Hanoi People's Committee annually approves tuition fees for direct learning at the floor level (lowest level) within the framework prescribed by the Government in Clause 2, Article 9 of Decree 81/2021/ND-CP.
Specifically, tuition fees for preschool and general education are 50,000 - 300,000 VND/month depending on the region as follows:
- Tuition for urban students is 300,000 VND/month;
- Rural areas 100,000-200,000 VND;
- Ethnic minority areas 50,000-100,000 VND.
However, in recent school years such as 2022 - 2023; 2023 - 2024; 2024 - 2025, Hanoi has implemented a policy of 50% tuition exemption. Thus, if private school tuition is subsidized at the same level as public school tuition, in Hanoi, private school students, depending on the region, will have a reduction of 50 - 300,000 VND/month.
In fact, the budget level that needs to be ensured will depend on the specific tuition fee level of each province or city, decided by the provincial People's Council based on the Government's regulations on the floor and ceiling tuition fees to know the specific compensation level for private school students.
According to statistics from the Ministry of Education and Training, the country has 23.2 million students (not including students studying at vocational and continuing education centers). Of these, there are 3.1 million children under 5 years old; 1.7 million children 5 years old; 8.9 million primary school students; 6.5 million children at secondary school level and 3 million at high school level.
To implement the policy of exempting all tuition fees for public students nationwide, it will require up to VND 30,000 billion/school year (calculated according to the tuition fee for the 2024-2025 school year as stipulated in Decree 81/2021 of the Government). In fact, this budget level will depend on the specific tuition fee level of each province and city under the authority of the Provincial People's Council to decide annually.
The Ministry of Education and Training assessed that tuition fees affect most families and are a matter of public concern every time a new school year begins. If the tuition exemption policy is implemented for all children from preschool to high school nationwide, it will contribute significantly to improving the quality of education, gain high consensus from society, be in line with the superiority of the regime and policies of the Party and State on education and be in line with the general trend of developed countries.
