(NLDO) - Ho Chi Minh City People's Committee issued a plan to implement Resolution 188/2025/QH15, piloting a special mechanism to develop the urban railway system.
On the afternoon of March 26, the Ho Chi Minh City People's Committee issued a Plan to implement Resolution No. 188/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies to develop the urban railway system in Ho Chi Minh City and Hanoi.
Ho Chi Minh City People's Committee has just issued a plan to concretize Resolution 188 on urban railway development orientation.
This plan aims to concretize the conclusions of the Politburo, Resolution No. 188/2025/QH15 of the National Assembly and Resolution No. 24-NQ/TU of the Standing Committee of the City Party Committee on the orientation of developing Vietnam's railway transport to 2030, with a vision to 2045. At the same time, the plan also aims to complete the urban railway network of Ho Chi Minh City according to the set roadmap.
The Ho Chi Minh City People's Committee identified key contents to be implemented, including developing legal documents to specify Resolution No. 188/2025/QH15; mobilizing and arranging investment capital; preparing investment and implementing projects; developing urban areas according to the TOD model; promoting the railway industry, transferring technology and training human resources; managing construction materials and waste disposal sites, and a number of related tasks.
Regarding implementation, departments, branches, units under the City People's Committee and local authorities where the project passes will be responsible for arranging the apparatus and personnel to implement the plan with the highest sense of responsibility. Relevant units must proactively develop implementation plans according to their functions and tasks to ensure progress and effectiveness of implementation.
The Department of Justice is assigned to preside over and guide departments and branches in drafting decrees and resolutions of the Government and the City People's Council to specify specific mechanisms and policies according to Resolution No. 188/2025/QH15.
The City People's Committee assigns the Standing Committees of the People's Committees according to their areas of responsibility to closely follow the plan, direct and ensure the progress and quality of the proposed contents, and regularly inspect and urge the implementation.
Heads of departments, branches, sectors, chairmen of People's Committees of districts, towns, and Thu Duc City are responsible for organizing the serious and effective implementation of this plan. In case of need for supplementation or adjustment, relevant agencies shall proactively coordinate with the Department of Transport and Public Works to synthesize and report to the City People's Committee for consideration and decision, ensuring that it does not affect the progress of implementing Resolution No. 188/2025/QH15.
Ho Chi Minh City needs about 40.2 billion USD to invest in 355 km of metro in the next 10 years. According to Resolution 188 of the National Assembly, the city is allowed to mobilize all resources, including capital from the central budget, local budget, revenue from urban development according to the TOD model, bond issuance, etc.
To achieve this goal, the project must disburse an average of about 4 billion USD each year. The Ho Chi Minh City People's Committee has requested the Ho Chi Minh City Urban Railway Management Board to reorganize the investment management model in 2025, ensuring it is consistent with the city's development space.
At the same time, the Department of Transport and Public Works will develop a project to train and foster cadres and civil servants to serve the development of the metro system in the period of 2025 - 2030, with a vision to 2050. The Transport Mechanical Corporation (Samco) is assigned to develop a plan for the development of the railway industry, mobilize enterprises to invest in vehicles, restructure and perfect the management model, and maintain infrastructure in a modern and effective direction.
