Ensuring quality and effectiveness of implementation of the Capital Law
Deputy Director of Hanoi Department of Transport Tran Huu Bao said that, implementing Plan No. 225/KH-UBND dated July 22, 2024 of the City People's Committee on the implementation of the Capital Law 2024, the Department was assigned to take the lead in advising on the drafting of the City People's Council's Resolution on 5 contents. Regarding the task of coordinating with departments, branches, and sectors, advising the Government, the City People's Council, and the City People's Committee on drafting legal documents on 92 contents. To carry out the tasks assigned by the City, the Department issued a decision to establish a Steering Committee for the implementation of the Capital Law, headed by the Director of the Department. Deputy Director of the Department of Labor, Invalids and Social Affairs Nguyen Tay Nam said that the Department has issued a decision to establish a Working Group to implement the Law on the Capital (amended), with the Director of the Department as the head of the group. The content of the detailed regulations on the Law on the Capital under the authority of the City People's Council, chaired by the Department, includes 6 contents. At the same time, the Department is assigned to advise and propose a document of the City People's Committee to send to the ministries and branches under the Government assigned to preside over the implementation of the Decision on the list, measures and roadmap for relocating vocational training institutions under the management authority of the Central organization. In addition, the Department is assigned to coordinate with relevant departments, branches, City branches, and District People's Committees to review and advise on the development of regulations on decentralization, authorization decisions according to the provisions of the Law on the Capital, documents detailing the implementation of the Law on the Capital submitted to the People's Council, the City People's Committee, the Chairman of the City People's Committee, etc.
According to Deputy Director of the Department of Health Tran Van Chung, the Department of Health is responsible for presiding over the submission of 2 documents detailing the Law on the Capital under the authority of the City People's Council; 2 documents detailing the Law under the authority of the City People's Committee. Deputy Director of the Department of Natural Resources and Environment Nguyen Minh Tan said that, implementing the Law on the Capital, the Department was assigned to preside over the drafting of 1 legal document under the authority of the City People's Council to be issued before January 1, 2025; 2 legal documents under the authority of the City People's Council to be issued after January 1, 2025...
According to Deputy Director of the Department of Education and Training Tran Luu Hoa, in terms of content, the Department consults on the development of legal documents to organize the implementation of Article 22 of the Capital Law. At the same time, it drafts 6 legal documents to implement the Capital Law.
Get in the game carefully and firmly
According to Permanent Vice Chairman of the City People's Committee Le Hong Son, the Capital Law 2024 has demonstrated its uniqueness and superiority, creating a foundation and basis for the development of the Capital. Therefore, units based on their assigned functions and tasks must be proactive and urgent in implementing the Law to soon and effectively put it into practice.
To put the Capital Law into practice, it is necessary to clearly define the roadmap. There is a lot of work and urgent time, however, departments, branches and units must make efforts to participate thoroughly and firmly.
Standing Vice Chairman of the City People's Committee Le Hong Son requested departments and branches to consider and select to implement important and urgent contents first. The development of a plan to implement the Capital Law must ensure the correct functions and tasks, meet quality and progress requirements, and must arrange and prioritize the contents that can be done first, done immediately, and benefit the people and businesses.
At the meeting of the Hanoi City Law Dissemination and Education Coordination Council on August 14, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son requested that by the end of August 2024, a plan to disseminate and popularize the Capital Law 2024 must be completed in a systematic and methodical manner; so that the entire political system, the entire army, and the entire people understand their responsibilities, obligations, and rights in the Law in order to implement it most effectively.
On the basis of the provisions of the Law, units and localities shall proactively develop specific legal education and dissemination content suitable to their respective fields, and coordinate with information and communication agencies to disseminate the provisions of the Law to the right subjects of implementation and beneficiaries.
“From September 2024, there must be a movement of the whole city in propagating and disseminating the Capital Law 2024, preparing for the Capital Law 2024 to take effect on January 1, 2025,” emphasized Permanent Vice Chairman of the City People's Committee Le Hong Son. At the same time, he requested that units need to prepare well the team of reporters, facilities, and equipment to deploy propaganda of the Capital Law and documents guiding the Law.
