On November 19, the Hanoi People's Council, term XVI, 2021-2026, held its 19th session - a thematic session to review and decide on a number of important contents under its authority.
Speaking at the opening of the session, Mr. Nguyen Ngoc Tuan, Chairman of the Hanoi People's Council, said that based on the provisions of the Law and the situation and practical requirements of the City; on the basis of agreement with the People's Committee and the Vietnam Fatherland Front Committee of the City, the Standing Committee of the City People's Council decided to convene the 19th session of the City People's Council to promptly consider and decide on important issues under its authority, including two main groups of issues.
Accordingly, the City People's Council considered and resolved on a number of contents to promptly deploy and implement the Capital Law. To deploy and implement the Capital Law, the Standing Committee of the City People's Council and the City People's Committee issued a Plan in which they carefully reviewed the contents and tasks, clearly defined the roadmap and assigned responsibilities to agencies and units in advising on the development and promulgation of documents of the City to concretize the provisions of the Law, ensuring consistency, timeliness, quality, efficiency, and compliance with procedures and regulations. According to the Plan, the City People's Council will issue 89 resolutions, including 76 legal contents and 13 individual documents.
Mr. Tuan informed that it is expected that in 2024, 28 Resolutions will be issued, effective from January 1, 2025, to ensure the effectiveness of the Capital Law. In particular, at this 19th session, the City People's Council will consider and issue 11 Resolutions on legal regulations to implement and enforce the Capital Law, including groups of issues related to organization and apparatus such as: Regulations on the establishment, reorganization, and dissolution of specialized agencies and other administrative organizations of the City and districts, towns; regulations on the order and procedures for establishing and dissolving public service units of the City; the conversion of commune-level cadres and civil servants into cadres and civil servants under the administrative payroll; the recruitment, management, and use of cadres and civil servants working in communes, wards, and towns; regulations on signing term contracts to hold certain positions at agencies of the City and People's Committees of districts; regulations on decentralization and authorization of the City People's Committee, the Chairman of the City People's Committee to the Project Management Boards, Directors of the City Project Management Boards; of the Chairman of the Commune People's Committee to civil servants of the Commune People's Committee. Mechanisms and policies related to the management, exploitation and use of public assets, valuable architectural works, cultural and sports infrastructure of the City.
Along with that are regulations on conditions and procedures for considering awarding the title of Honorary Citizen of the Capital; Regulations on applying measures to request the suspension of electricity and water services for works, production and business establishments that violate the law; Regulations on procedures for adjusting the determination of environmental zoning in the Capital Planning and local adjustment of the planning.
According to Mr. Tuan, at this session, the City People's Council also considered 4 important contents to promptly resolve urgent issues of the City, including: policies to continue supporting the recovery of agricultural production after the impact of storm No. 3 and the flood situation; the City's smart traffic project; the task of planning construction zoning of a number of industrial parks; regulations on the authority to decide on approving tasks and estimates of regular expenditures to purchase assets and equipment to serve the operations of agencies and units under the City.
“During the preparation process, the Standing Committee of the City People's Council directed the Committees of the City People's Council to closely coordinate with relevant agencies to prepare the content and implement the verification steps to ensure consistency, rigor, quality, efficiency and compliance with regulations. The Vietnam Fatherland Front Committee of the City organized social feedback on a number of important contents that have a profound impact on social life, serving as a basis for the City People's Council to discuss and decide, ensuring that the resolution comes into life,” said Mr. Tuan.
