Quang Binh Chairman directs to "remove difficulties" for the Coastal Road and Nhat Le 3 Bridge project
On February 7, the People's Committee of Quang Binh province announced that Chairman of the People's Committee of Quang Binh province Tran Phong had just inspected the progress of the Coastal Road and Nhat Le 3 Bridge project.
Accordingly, the Chairman of the People's Committee of Quang Binh province directly inspected the site of Component Project 2 - Nhat Le 3 Bridge and the road at both ends of the bridge. This is a project under the Coastal Road and Nhat Le 3 Bridge Project.
The project is implemented in Bao Ninh commune (Dong Hoi city) and Luong Ninh commune (Quang Ninh district). The project has a total length of more than 2.8 km with a total investment of 1,300 billion VND, invested by the Department of Planning and Investment.

According to the report of the Project Management Board, the project is currently under construction to ensure the progress of construction and installation items. However, the implementation process has encountered some difficulties and problems related to the overlapping construction of 22kV medium voltage power poles of the Bao Ninh 110kV Transformer Station Project and the connection invested by the Central Power Grid Project Management Board under the Central Power Corporation, as well as problems in compensation and support for site clearance related to land and construction of technical infrastructure for the resettlement area in Bao Ninh commune, Dong Hoi city.
After directly inspecting the site, the Chairman of the People's Committee of Quang Binh province requested that the investor and state management agencies pay attention, monitor and grasp the situation to promptly handle issues arising during the project implementation; the investor urgently coordinates to organize the relocation of medium voltage power poles out of the approved planning scope of the road 2 ends of Nhat Le 3 bridge.
Assign the Department of Natural Resources and Environment to study and advise the Provincial People's Committee to consider support policies for cases of contiguous garden land recovery (from August 1, 2024, the compensation level of 50% of the compensation price for residential land will not be applied) to speed up compensation and site clearance for project implementation.
Next, Chairman of Quang Binh Provincial People's Committee Tran Phong inspected the progress of Component Project 1 - Coastal Road of the Coastal Road and Nhat Le Bridge 3 Project at the Ha Trung - Hai Ninh and Hai Ninh - Mach Nuoc sections in Dong Hoi city, Le Thuy district. This project is over 80 km long, passing through 16 communes and wards in Quang Trach, Bo Trach, Quang Ninh, Le Thuy districts, Ba Don town and Dong Hoi city with a total investment of nearly 2,200 billion VND invested by the Quang Binh Department of Transport.
According to the report of the Project Management Board - Department of Transport and contractors, currently, contractors and construction units are simultaneously implementing the construction of all project packages on the handed-over site area of 70.86 km out of a total of 80 km, reaching 88.5% of the project volume; basically completing the bridge and drainage works on the route with handed-over site area.

However, the project implementation process encountered difficulties due to the intermittent handover of the site, which affected the construction implementation of contractors due to some difficulties and problems in resettlement; compensation for aquaculture farms, valuation of materials, machinery, and equipment for aquaculture, and relocation of technical infrastructure.
After listening to the report on the construction status of each package, Chairman of the People's Committee of Quang Binh province Tran Phong requested departments and branches to coordinate with investors, construction units and local authorities to promptly resolve or advise the Provincial People's Committee to resolve difficulties and problems in compensation and support for site clearance to ensure the construction of Component Project 1 - Coastal Road; for contractors and construction units, for any section that has been handed over the site, construction must be organized to ensure the requirements and progress set forth.
