On December 4, the Department of Planning and Investment of Quang Binh province said it is proposing solutions to remove obstacles and speed up site clearance for the Nhat Le 3 Bridge project and the roads at both ends of the bridge.
According to the Department of Planning and Investment of Quang Binh, regarding the project implementation, the contractor has completed the bridge lower section, concrete arch foot and steel arch foot installation; installed bridge girders and bridge decks for spans M1-T1; T1-T2; T7-T8; T8-T9 and T9-M2; poured concrete for PI girders in section T4-T5 and is installing steel arches and pouring concrete for bridge girders in the following sections.
Regarding the site clearance work of Component Project 2 - Nhat Le 3 Bridge and the road at both ends of the bridge, the western end of the bridge in Luong Ninh commune, Quang Ninh district has completed site clearance.

In Bao Ninh commune (Eastern bridgehead), Dong Hoi city, the total area to be recovered is about 12.3 hectares; currently, 4.98 hectares have been completed and the remaining 7.32 hectares are being measured and compensated for.
Of which, 0.35 ha is undergoing specific land valuation; 1.35 ha of Duc Thang Company's aquaculture pond is undergoing asset valuation procedures; 1.36 ha is being submitted for revocation notice, 4.26 ha is being assigned to land users and coordinating with Bao Ninh Commune People's Committee to mobilize households to agree with the results of cadastral measurement.
For resettlement work, implementing the Technical Infrastructure project of the resettlement area of Nhat Le 3 Bridge and the road at both ends of the bridge in Bao Ninh commune, the total recovered area is 3.24 ha. Currently, 0.93 ha of land acquisition has been completed and the project has also started construction of construction items for this area.
The remaining 1.57 hectares are completing the compensation plan. Of which, 0.02 hectares of 6 mausoleums and graves have not been allocated land for relocation, 1.54 hectares are being re-announced and a plan is being made according to new regulations; 0.74 hectares are being submitted for reclamation notice.
Regarding disbursed capital, according to the Department of Planning and Investment of Quang Binh, to date, the project has disbursed 828.86/971.88 billion VND (reaching 85.28%). In 2024 alone, the project was allocated 344.38 billion VND. To date, 201.36 billion VND has been disbursed (reaching 58.47%).
Mr. Mai Hong Ngoc, Deputy Director of the Department of Planning and Investment of Quang Binh province, said that regarding related difficulties and problems, currently within the scope of the land acquisition and clearance of the Nhat Le 3 Bridge resettlement area technical infrastructure project and the road at both ends of the bridge in Bao Ninh commune, there is an area of 1.54 hectares that has completed the compensation plan (the plan has been publicly disclosed) but there has not been a decision to replace Decision No. 22/2018/QD-UBND dated September 13, 2018 to re-establish the plan according to the 2024 Land Law.
Accordingly, to speed up the progress of the projects, the Department of Planning and Investment of Quang Binh has proposed that the Provincial People's Committee direct the Department of Natural Resources and Environment to urgently advise the Provincial People's Committee to issue a decision to replace Decision No. 22/2018/QD-UBND dated September 13, 2018 so that relevant units have a basis to establish, appraise and approve compensation and site clearance according to the provisions of the Land Law 2024.
Consider allowing cases where the plan has been publicly disclosed according to the 2013 Land Law, when the Provincial People's Committee issues a decision replacing Decision 22/2018/QD-UBND dated September 13, 2018, to re-establish the compensation plan according to the new Regulations and submit it to the District People's Committee for appraisal and approval of the compensation and land recovery plan (shortening the public disclosure time).
In addition, the Department of Planning and Investment of Quang Binh also requested the People's Committee of Dong Hoi city to assign departments and offices to promptly select a land valuation consultancy unit; speed up the progress of market price survey to submit to the District Asset Valuation Council for valuation of Duc Thang Company's assets; as well as direct the People's Committee of Bao Ninh commune to pay more attention and support in determining the origin and purpose of land use, and mobilize households to agree with the implementation policy.
Component project 2 - Nhat Le 3 Bridge and the roads at both ends of the bridge have a total investment of 1,300 billion VND, belonging to the Coastal Road and Nhat Le 3 Bridge Project. The project crosses the Nhat Le River, the starting point of the route intersects with National Highway 1A in Luong Ninh Commune (Quang Ninh District) and the end point of the route intersects with Vo Nguyen Giap Street in Bao Ninh Commune (Dong Hoi City). According to the design, the project has a total length of 2.826 km, of which the bridge length is 561.4 m. The project implementation period is from 2022 to 2026. The project started on January 8, 2023, and is expected to be implemented within 41 months.
