The conference was held to celebrate the 30th anniversary of the establishment of the Vietnam Science Association and the 10th anniversary of the International Center for Interdisciplinary Science and Education (ICISE) in Quy Nhon city, Binh Dinh.
Speaking at the meeting, representatives of scientists said that Vietnam is a country with a young, dynamic workforce, with potential and the will to rise up. Vietnam also has all the elements to develop basic science, promoting future development. Many Vietnamese scientists are famous domestically and internationally.

Expressing their willingness to cooperate and work with Vietnam, the delegates said that with its existing strengths, Vietnam needs to take advantage of them to develop science and technology commensurate with its potential. Scientists hope to have more destinations and more models of science development centers similar to ICISE in Quy Nhon, Binh Dinh, thereby contributing more to Vietnam's science and education.
Opinions also hope that the Party and State will have policies to ensure job positions, a professional working environment, limit constraints by administrative procedures; create conditions for scientists to attend conferences and seminars abroad as well as create conditions for international scientists to live and work in Vietnam...

Pleased to meet and listen to the enthusiastic and sincere comments and suggestions of scientists on the development of Vietnamese science, President Vo Van Thuong acknowledged and highly appreciated the Scientific Association "Meeting Vietnam" and especially the persistent contributions of Professor Tran Thanh Van, Professor Le Kim Ngoc as well as scientists of the Association "Meeting Vietnam" over the past 30 years to science and education in Vietnam. Thanks to that, Quy Nhon, Binh Dinh has become a meeting place, exchange and work place for the world's leading scientists. Through activities such as: Connecting, linking effective training cooperation, supporting scientific activities, training high-quality human resources, it has led, inspired, opened up new research and development directions, creating conditions for students and young generations of Vietnam to access and develop, especially in the fields of physics and basic science.
“What the Vietnam Science Association has done is of great significance to the development of science and education in Vietnam in particular, and the development of Vietnam in general,” the President emphasized.
The President said that Vietnam has grown from a country that experienced war with many wounds that needed to be healed, with a low starting point of the economy. After nearly 40 years of renovation, Vietnam has achieved many great achievements of historical significance in many fields. Its position, prestige and international cooperation relations have been increasingly expanded and enhanced, contributing to sustainable development, peace, cooperation and development in the region and the world.
Affirming that Vietnam's success has great contributions from overseas intellectuals and international friends, the President took this opportunity to commend and highly appreciate the families of Professors Tran Thanh Van and Le Kim Ngoc - typical and exemplary scientific intellectuals who were very famous abroad but followed the call of their hearts and love for the Fatherland and returned to the country and worked tirelessly, overcoming barriers and obstacles, building and contributing, doing many practical and meaningful things for the cause of science and education in Vietnam.

On behalf of the Party and State leaders, the President sincerely thanks scientists, researchers and scholars of different ages, skin colors and nationalities, but who meet together in love of science, love for Vietnam and in efforts to jointly cultivate good values for humanity.
Referring to the challenges, difficulties, as well as the opportunities and potential for breakthroughs to realize the aspiration for prosperity and happiness for the people, the President said that the Party and State of Vietnam are also well aware that a country that wants to make a breakthrough and develop needs a strong development of science and education. On the path of innovation, international integration, national construction and development, and realizing the aspiration and vision of becoming a developed country with high income by 2045, the Party and State of Vietnam always consider science, technology and education and training as the top national policy.
Emphasizing that “talents are the vital energy of the nation” and “the precious capital of the nation”, the President stated that the Party and State of Vietnam always want the talents of each individual to be promoted, and the human factor is always placed at the center of development. Affirming that Vietnam identifies intellectuals as a particularly important labor force in the process of promoting the country’s industrialization and modernization and international integration, the President stated that Vietnam always focuses on attracting and employing talents, developing high-quality human resources, building a strong intellectual team to enhance the nation’s intelligence and the country’s strength, considering investment in building an intellectual team as investment for sustainable development.

Quoting Albert Einstein: “The law of attraction is not responsible for people falling in love”, the President said that Vietnam is still a country with many difficulties, the conditions for attraction and attraction may not be equal to those of developed countries, but scientists are still enthusiastic about coming to Vietnam, because of unconditional love and affection, very sincere and natural. The attraction of Vietnam probably comes from its culture, from its smiles, from its optimism, from its hospitality, from its eagerness to learn and from its passionate patriotic people who value lasting values.
The President hopes that in the coming time, Vietnam will continue to receive cooperation and support from international scientists, Vietnamese scientists abroad, and overseas scientists. Through cooperation, connection, and exchange, we can foster, support, inspire, and guide young Vietnamese scientists at home and abroad in scientific research, welcome more scientists from around the world, and have many policy suggestions and valuable experiences in development and sustainable development, so that science and education can contribute the most to Vietnam's socio-economic development, thereby contributing to the achievements of world science.

The President requested agencies, ministries, sectors and localities, including Binh Dinh province, to continue to effectively accompany, actively coordinate actions, and support the Rencontres du Vietnam to realize good and feasible ideas and projects for the country's science and education, especially strategic issues in the context of deep international integration.
In addition, it is necessary to build and perfect appropriate mechanisms and policies to create conditions and mechanisms to attract more and more international scientists to Vietnam. In particular, it is necessary to promote potentials and build networks to gather Vietnamese scientists living abroad to contribute to the country, to the country's science and education, so that Vietnam can increasingly integrate more deeply with the world in all aspects, enhance the position and prestige of Vietnam, and together build a prosperous and sustainably developed Vietnam on the foundation of quality science and education.
