The role of grassroots farmers' associations in building new rural areas
In the process of socio-economic development, the role of farmers' associations at all levels is increasingly recognized and clearly demonstrated through movements and programs of activities. A typical example is the Farmers' Association of Phu Rieng district, which not only focuses on economic development but also promotes the role of the association in building new rural areas.
Over the past 8 years since its establishment, the district farmers' association has attracted and gathered more and more farmers to participate in the association. Since then, the role of farmers' associations at all levels in participating in the construction of new rural areas has been increasingly affirmed.
President of the Farmers' Association of Phu Rieng District, Nguyen Thi Huong, said: The Farmers' Association of the district has joined hands in mobilizing members to actively set an example in building rural roads. With the method of "taking easy households to do it first to encourage difficult households to do it later, taking completed roads first to propagate and mobilize members and people to continue to respond, praising typical examples to spread". Just like that, over the past 5 years, although it was very difficult, each road had its own obstacles, but no road was not completed due to land clearance.
Long Tan commune is a prominent and effective implementation in this movement. Up to now, the commune has expanded and upgraded 27 rural, inter-village and inter-commune traffic routes. Notably, there are 2 major routes passing through Long Tan commune, including: The route along Song Be, bordering Dong Phu district to the road connecting the two industrial parks Long Tan - Long Ha, people agreed to donate 30m with a total area of 14.3 ha of 50 households. The inter-district route Phu Rieng - Tan Hung (Hon Quan district) is 33km long, passing through Long Tan commune for 4.7km, the cross-section is agreed to donate by people of 22m or more, the affected area is 13.15 ha of 94 households, of which Long Tan commune has 86 households. Among the households agreeing to donate land for road construction, many households are farmer association members.
Manage and use capital effectively
With the motto New links create strength. In recent times, the Farmers' Association of Chon Thanh town has effectively managed and used capital from the Farmers' Support Fund to contribute to building a linkage model in agricultural production.
Chairwoman of the Farmers' Association of Chon Thanh Town Nguyen Thi Hau said: In the face of the reality, the Farmers' Association of the district determined that the Farmers' Support Fund operates not for profit and only to support and help members build and replicate economic models, create jobs, and promote the application of technical advances in production. The Farmers' Association of the town has also advised on the construction and development of the Farmers' Support Fund. Each year, the Town People's Committee provides an additional 800 million VND from the local budget to the Farmers' Support Fund; the People's Committees of communes and wards provide additional funding to the fund each year 10 million VND. Up to now, the Town's Farmers' Support Fund is managing more than 10 billion VND. Currently, it has disbursed loans to 349 households to build production and business models.
In addition, the mobilization of the Farmers Support Fund and the supervision of loan projects are closely implemented. The supported projects are proving effective, the amount of capital is increasing, and more and more members are accessing capital. This creates conditions for farmers to invest in developing the production of high-value products, contributing to improving the family economy. The effectiveness of capital has contributed to eliminating 63 poor member households, providing nearly 700 workers with stable income.
From the capital of the Farmers' Support Fund together with the capital entrusted to the Social Policy Bank, it has helped farmers produce and do business effectively, promoting the activities of the association to grow. In which, members proactively participate in collective economic models. As a result, 1 Mai Vang Association, 10 cooperatives, 22 cooperative groups, 25 professional associations, 27 professional associations were established in the period of 2018-2023. At the same time, the Town Farmers' Association also mobilized and supported farmers to build collective economic models applying high technology, supported registration instructions, built brands, trademarks, and growing area codes for many products; supported 35 households to bring 39 agricultural products to e-commerce platforms.
Ice house accompanies farmers
Currently, starting a business requires capital. Understanding this, in recent years, the provincial Social Policy Bank system has accompanied the Farmers' Association at all levels, bringing preferential capital to beneficiaries. In particular, poor and disadvantaged members and members of policy families have easy access to capital to develop production, increase income and improve their lives. As of June 30, 2023, the total entrusted capital managed by the Farmers' Association is over VND 1,104 billion, with 24,872 households borrowing capital/560 savings groups.
With simple loan procedures, a network of commune transaction points and savings and loan groups built near the people has helped to transfer loans in a timely manner, saving people travel costs... Through entrusting, lending, and monitoring the effective use of capital, farmer members have learned to calculate savings to develop the family economy, stay away from social evils, and contribute to political stability and social order.
Deputy Director of the Provincial Social Policy Bank Vo Trong Hoa said: To help farmers use policy credit capital effectively, in the coming time, farmers' associations at all levels will continue to pay attention to integrating the dissemination of policies and guidelines of the Party and the State, implementing activities of transferring science and technology, coordinating consulting support, vocational training, providing crops and livestock... Focus on building pilot models to create diffusion, attraction, creating conditions for farmers to learn from experience and follow in order to achieve high efficiency in using loans. In addition, regularly pay attention to loan assessment, inspection, supervision of loan use, improving credit quality, promoting the effectiveness of loans from the Social Policy Bank.
