The One Commune One Product (OCOP) program has gradually transformed from small-scale production to value chain linkage, building quality products, many OCOP products exported to the world market. To develop sustainable OCOP products, Deputy Minister of Agriculture and Rural Development Tran Thanh Nam said that it is necessary to continue to increase support for OCOP establishments and entities to develop, perfect products and standardize documents, creating conditions for bringing OCOP products into modern distribution channels, retail systems and distribution points. At the same time, promote propaganda, trade investment contacts, introduce products through the media... Thereby, enhancing the competitiveness and economic value of OCOP products.

According to the report of the Central Office for New Rural Area Coordination (Ministry of Agriculture and Rural Development) just announced, the whole country currently has 14,085 OCOP products with 3 stars or more; of which, 72.1% of products have 3 stars, 25.8% of products have 4 stars, 2.1% of products have 5 stars and potential 5 stars. The number of participating entities is 7,846 entities; of which, 32.8% are cooperatives, 22.7% are small enterprises, 38.6% are production establishments, business households, and the rest are cooperative groups. In particular, there are more than 2,420 cooperatives with OCOP products, gradually transforming their operations, performing the function of product consumption, associated with the construction of products with standards, regulations, packaging, labels and brands of cooperatives, instead of just providing input services for members. Mr. Ngo Truong Son, Chief of the Central Office for New Rural Area Coordination, said: The OCOP program has so far contributed to creating equality in the economy and production, helping rural women have a stable livelihood; strongly transforming the agricultural, farmer and rural economy. As a particularly difficult mountainous province, with the goal of developing the rural economy in the direction of promoting internal resources, increasing the value of strong products, right from the beginning of the program implementation, Ha Giang province has determined that it must pay special attention to the factor of product quality, associated with promoting the potential, advantages and cultural and production customs of local people. Ha Giang currently has more than 7,000 hectares of Shan Tuyet Co Thu tea over 600 m high; Hoang Su Phi district alone has 4.6 thousand hectares; of which, 141 hectares meet European organic standards, the average output of the whole district is 13 thousand tons of fresh buds/year. Identifying the potential of typical products with strengths in developing high-value goods, the Party Committee of Hoang Su Phi district issued a resolution of the district Party Committee for the 2020-2025 term to break through the Shan Tuyet Hoang Su Phi tea tree; in which, the resolution focuses on encouraging businesses and cooperatives to invest in the production and processing of Shan Tuyet tea to increase its value in an organic direction. Since then, during the past term, the district has maintained and attracted a total of 57 tea production and processing establishments; including 3 companies, 10 cooperatives and 45 households. Through assessment, by 2025, the district will complete the implementation of the resolution targets on the breakthrough of Shan Tuyet Hoang Su Phi tea tree, Ha Giang province. Recently, the two products Green Tea 100g and Black Tea 100g of Phin Ho Tea Processing Cooperative were proposed by the OCOP Product Evaluation and Classification Council to be re-recognized as 5-star OCOP products at the National level. This cooperative has 9 product lines: Green tea, Red tea, Black tea, Yellow tea, White tea, Pu'er, White peony, Shan tien, Dragon claw and 25 products of different segments and designs recognized as OCOP products since 2021. The products have been deeply processed, increasing their value, focusing on domestic consumption and export. In Hanoi, promoting economic efficiency for OCOP products, especially for products with 4 stars and 5 stars, Hanoi has identified the core focus in developing OCOP products of the capital this year and the following years. That is, continuing to implement the OCOP Program down to the commune level; reviewing and providing consulting support for subjects to upgrade product quality, design packaging labels, upgrade star ratings, build product profiles to participate in the assessment and classification of 5-star OCOP. At the same time, prioritizing the development of high-quality products; Deep processing of products with potential advantages in terms of cultural history, products from craft villages, traditional craft villages associated with tourism services, aiming to export OCOP products to international markets. Mr. Nguyen Van Chi, Deputy Chief of the Standing Office of the Office of the Coordination of the New Rural Development Program of Hanoi City, said that implementing the OCOP Program well not only helps develop the rural economy, helps increase income for people in rural areas but also actively contributes to building new rural areas more effectively and sustainably.

Currently, Hanoi has certified 2,778 OCOP products; of which, there are 6 5-star OCOP products, 12 potential 5-star products, 1,486 4-star products, and 1,274 3-star products. Hanoi strives to have about 3,000 OCOP products certified with 3 stars or more by the end of 2024. According to Deputy Minister Tran Thanh Nam, OCOP entities have increasingly focused on improving the quality and diversifying product designs. However, there are still some issues that entities need to pay attention to, such as: The products that have been appraised and evaluated have not yet clearly demonstrated the unique features of OCOP products, which are closely linked to local characteristics, community criteria, community representation, and benefits to the community, etc., which are relatively weak compared to the purpose of the OCOP Program. OCOP entities need to pay more attention to raw material areas, because the products are all local specialties, so they need to ensure national criteria and export criteria.
