Responding to VTC News on the sidelines of the National Assembly, delegate Bui Xuan Thong, Deputy Head of the National Assembly Delegation of Dong Nai Province, Member of the National Assembly's Law Committee, said that the proposal by the Airports Corporation (ACV) to extend the construction period of Long Thanh Airport will seriously affect the lives of people in the project area, as well as the progress and arrangement of resources to serve the airport as well as the socio-economic development of the locality.
“ACV’s delay will have a huge impact on the locality, especially on key national projects. I think ACV must fulfill its commitment on progress to the National Assembly, the Ministry of Transport and the Dong Nai Provincial People’s Committee. Prolonging the project’s progress will cause many opportunities to be lost for the locality with the project, Dong Nai province, especially Long Thanh district, pushing up the project cost and wasting a lot of resources,” said Mr. Thong.

According to the commitment of the Ministry of Transport to the National Assembly and the Government, by 2025, the construction of Long Thanh airport project will complete phase 1. However, in report No. 66/BC-HĐQT sent to the Ministry of Transport, ACV said that the technical design consulting consortium HAAA (Heerim Korea - Arup UK - Aurecon Australia - ADPi France) proposed the construction time for the main part of the Long Thanh airport passenger terminal phase 1 to be 39 months, including construction time and 6 months of trial operation.
According to delegate Thong, the prolonged construction has seriously affected the lives of the people and the local socio-economic development plan. Therefore, the National Assembly's selection of the Long Thanh Airport Project for supervision in 2024 is extremely necessary.
“I propose that the Long Thanh airport project should be selected as a topic for supreme supervision. This is also the basis for us to continue to supervise major programs and projects in the future. Because if we choose to supervise major projects from the beginning, we will promptly detect difficulties, obstacles, and shortcomings in the implementation process so that we can have policies to remove, adjust, and amend to speed up progress,” said delegate Bui Xuan Thong.
Previously, presenting Report No. 467/TTr-UBTVQH15 of the National Assembly Standing Committee on the proposed National Assembly Supervision Program in 2024, Secretary General and Head of the National Assembly Office Bui Van Cuong said that the National Assembly Standing Committee has selected 4 topics for the National Assembly to consider and decided to select 2 topics for supreme supervision, the remaining 2 topics will be assigned to the National Assembly Standing Committee to organize supervision.
Notably, the Long Thanh Airport Project; the North-South Expressway Project in the East phase 2017-2020 and 2021-2025; the Ring Road 4 Project - Hanoi Capital Region; the Ring Road 3 Project of Ho Chi Minh City; the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1; the Bien Hoa - Vung Tau Expressway Project Phase 1; the Chau Doc - Can Tho - Soc Trang Expressway Project Phase 1) are proposed to be selected for supreme supervision.
Long Thanh airport project is built in Long Thanh district, Dong Nai province. The project's goal is to build an airport that meets level 4F according to the classification of the International Civil Aviation Organization (ICAO), an important international airport of the country, aiming to become one of the international aviation transit centers of the region.
The expected capacity is 100 million passengers/year and 5 million tons of cargo/year, divided into 3 phases. In which, phase 1 must complete and put into operation by 2025 at the latest, 1 runway and 1 passenger terminal along with synchronous auxiliary items with a capacity of 25 million passengers/year and 1.2 million tons of cargo/year.
Phase 2 and 3 will continue to add runways and terminals so that when completed, it will reach a capacity of 100 million passengers/year and 5 million tons of cargo/year.

The total estimated investment for the entire project is VND336,630 billion, equivalent to USD16.03 billion, of which phase 1 is VND114,450 billion (USD5.45 billion).
The land area of the project is 5,000 hectares, of which the area for airport infrastructure construction is 2,750 hectares; the land area for national defense is 1,050 hectares; the land area for auxiliary items and aviation industry, and other commercial works is 1,200 hectares.
The project applies modern technologies in construction, management and operation like advanced international airports in the world, ensuring synchronous exploitation capacity according to the criteria of safety, convenience, quality and efficiency.
ACV is the unit assigned as the investor of Long Thanh international airport project.
