The government requires clarifying responsibilities and handling those who caused the power shortage.

The Prime Minister has just issued a document requesting to ensure electricity supply in the last months of the year and in 2024. The document was sent to the Minister of Industry and Trade and relevant ministries; the State Capital Management Committee at Enterprises; and the Chairmen of the Board of Directors of Electricity, Oil and Gas, and Coal and Mineral Industry Corporations.

The document stated: the implementation of electricity supply in our country in the late dry season of 2023 encountered many difficulties, especially in the Northern region; there was a localized power shortage in the North from the end of May to June 22.

Previously, on August 1, the Prime Minister chaired a meeting of the Government Standing Committee on the Plan to ensure electricity supply for production, business and people's daily life in the last months of 2023 and 2024.

The Government Standing Committee requested the Ministry of Industry and Trade and the State Capital Management Committee at Enterprises to clarify the responsibilities of organizations and individuals related to the recent power shortage for production, business and daily life in order to have appropriate handling measures in accordance with regulations.

Ensuring electricity supply for the economy is an urgent task.

The Government Standing Committee requested the Ministry of Industry and Trade to preside over and coordinate with EVN, PVN, TKV and relevant ministries, branches and agencies to continue reviewing, updating and completing the Plan to ensure electricity supply for production, business and people's daily life in the last months of 2023 and 2024, and report to the Prime Minister in August 2023.

To meet the above requirements, the Government Standing Committee assigned the Ministry of Industry and Trade to take overall responsibility for leading and directing the implementation of the Plan to ensure electricity supply for production, business and people's daily life in the last months of 2023 and 2024; directing stable operation and promptly resolving incidents (if any) of power sources nationwide.

The Ministry also needs to urgently study and absorb opinions from relevant ministries, agencies and localities to complete the plan to implement the 8th Power Plan, ensuring the requirements of publicity, transparency, efficiency, feasibility, and overall optimization, and report to the Prime Minister before August 25.

“Preside and coordinate with the State Capital Management Committee at enterprises to focus on directing and leading the implementation of investment preparation steps, investment in the construction of the 500 kV transmission line project from Quang Trach to the Northern provinces (to Pho Noi), to be completed in June 2024 to increase transmission capacity to the Northern provinces during the peak hot months of 2024”, the document stated.

At the same time, the Government requested the Ministry of Industry and Trade to develop a specific plan and schedule for implementing the project steps and be responsible to the Prime Minister for ensuring the above completion schedule.

The Ministry of Industry and Trade is also assigned to preside over research, promulgate or submit to competent authorities to promulgate regulations to strictly control the progress of power source and grid projects, and sanctions to handle projects that are behind schedule to ensure electricity supply.
